standards on human rights are being studied in Ashgabat, Turkmen media outlets
reported.
Inter-department
Commission for implementation of Turkmenistan's international human rights commitments
has held a meeting. The Commission was established a year and a half ago at the
initiative of President Gurbanguly Berdimuhamedov to "enable further
democratization of the society and to take human rights as priority".
Representatives of the Presidential Administration National Institute for
Democracy and Human Rights, a series of ministries and departments, public
organizations, and MPs were in attendance.
The Inter-Department Commission monitored country's laws and regulations and
sent a package of initiatives to the Parliament. In September, 2008, Turkmenistan ratified the UN Convention on the Rights of Persons with Disabilities.
Proposals to join the UN Convention on the Elimination of All Forms of
Discrimination against Women and Convention Concerning the Prohibition and
Immediate Action for the Elimination of the Worst Forms of Child Labor were
developed.
The Commission adopted an action plan for 2009. The plan envisages joint
activities with partner countries and international organizations, including UN
agencies, as well as the OSCE, USAID and others. In order to get acquainted
with foreign experience, particularly on ombudsman activities, a series of workshops
will be held in Turkmenistan and committee members will be sent for mission to several
states.
In 2008, a national report on International Covenant on Economic, Social and
Cultural Rights was developed and sent to the UN bodies. Turkmenistan presented a universal periodic review on the state of human rights during the sixth session
of the Human Rights Council in Geneva in December.
