Uzbekistan to expand powers of local self-governing bodies

The Legislative Chamber of the Oliy Majlis (lower house of the Uzbek parliament) has considered the draft laws "On civil self-governing bodies" and "On the election of citizens assembly's chairman and his advisers," the information service of the Legislative Chamber said on Friday.

The report notes that the draft law "On civil self-governing bodies" in its new edition is aimed at increasing the role of self-government in the implementation of targeted social support of the population, the further expansion of their functions in the field of social control, transformation of self-government bodies into the centers of private entrepreneurship, including family businesses and crafts.

The bill provides for the provision of additional authority to civil self-governing bodies for public control over observance of the rights and legitimate interests of businesses within the relevant territory.

In particular, the mahallas (local self-governing bodies) will have the authority to establish appropriate referral centers for organizing short-term training courses for people willing to start business, inform about existing benefits and preferences entrepreneurs, and contribute to youth employment.

The revised law suggests that self-government bodies undertake measures to support socially vulnerable people, identify along with employment and social protection centers low-income families, solitary older persons, pensioners and disabled people in need of social support.

The new draft law "On the election of citizens assembly's chairman and his advisers" provides legislative strengthening of measures for further improvement of the election of the Chairmen of civil self-governing bodies, improve the quality of their conduct and transparency.

The document provides for a number of additional requirements for candidates for the position of chairman (aksakal) of the assembly of citizens, in particular the residency requirement of five years, work experience in government or non-profit organizations or in the sphere of economic and business activity.

The bills are designed within the concept of further deepening of democratic reforms and formation of civil society in the country, the report underlines.

The Legislative Chamber has approved the concept of both bills and adopted them at the first reading with a glance to views of members. Responsible committees are instructed to prepare a submission for consideration at the second reading.
