In the first half of 2009, the Public budget income comprised 4.86 billion manat, or 34 percent of GDP. It increased 1.1 percent from the last year, a government source said.

Public budget expenses rose 8.4 percent and made up 4.4 billion manat (31 percent of the GDP). The surpluses of the budget totaled 424 million (3 percent of GDP).

Some 33.5 percent (1.6 billion manat) of revenues falls to the Taxes Ministry's and 13.2 percent (639.7 million manats) - to the customs duties and taxes with a 100.1 percent fulfillment of the forecast.

In this period a total of 1 billion manat was obtained from VAT, or 20.7 percent of all income, 535.2 million manat (11 percent) - profit taxes, 298.5 million manats (6.1 percent) - income taxes, 121.7 million manats (2.5 percent) - excise taxes, 41.2 million manats (0.8 percent)- property taxes, 41.8 million manats (0.9 percent) - land taxes and 115.4 million manats (2.4 percent) -taxes from foreign economic activities.

The public budget expense for social security and provision of people comprised 541million manats (12.2 percent). 513.5 million manat (11.6 percent) was spent on education, 161.9 million (3.6 percent) - health, 276.6 million (6.2 percent) - maintenance of prosecutor bodies, security and law-enforcement and court bodies, 2 billion (44 percent)- investment allocations, 79.4 million (1.8 percent) - housing and communal services, 128.9 million (2.9 percent) - agriculture, fishing, 31 million (0.7 percent) - transport and communications, and 1.37 billion (30.9 percent) of Public expenses were spent on the payment of salaries, pension and allowances.
