Azerbaijan President Ilham Aliyev has today attended a solemn ceremony to mark the 90th anniversary of the Baku State University (BSU).

The President was accompanied by his spouse Mehriban Aliyeva.

The event started with the performance of Azerbaijan`s anthem by a university choir.

President Ilham Aliyev made a speech at the ceremony to praise BSU`s role in the country`s life.

BSU`s Rector, MP Abel Maharramov spoke of the university`s history and current activities.

The rector said the university`s Scientific Council decided to award President Ilham Aliyev with BSU`s honorary doctor title. Abel Maharramov presented the President with a mantle of the honorary doctor.

Other speakers at the event included rectors of the Moscow State University, Turkish Ataturk University, Tbilisi State University, Tehran University and Kazakhstan`s Lev Gumilev Eurasian University.

The ceremony brought together over 40 scholars from foreign countries, including Russia, Turkey,

On Nov. 2, President of Russia Dmitry Medvedev made a telephone call to Azerbaijani President Ilham Aliyev.

During the telephone conversation, the Presidents discussed plans concerning future bilateral meetings and Azerbaijan-Russia cooperation in various fields.

On Nov. 2, Azerbaijan President Ilham Aliyev received the Mayor of Yalta Sergey Braiko.

Head of State expressed satisfaction with the successful cooperation between Yalta and Khachmaz within bilateral relations between Azerbaijan and Ukraine. President Ilham Aliyev also expressed his hope that the guest's visit to Azerbaijan will contribute to the further development of these relations.

Sergei Braiko said that during his short-term stay in the country, he witnessed very large development processes in Baku and Khachmaz, the implementation of large-scale measures for the improvement and construction.

On Nov. 2, Azerbaijan President Ilham Aliyev received the delegation, headed by the Commander of the Turkish Land Forces, General of the Army, Ishik Koshaner.

Head of State expressed confidence that the military cooperation will continue with the same success as in all other sphere of the Azerbaijani-Turkish relations. President Ilham Aliyev also expressed his hope that Koshaner's visit to Azerbaijan will be meaningful in terms of fruitful discussions related to the prospects of cooperation in this regard.

Cooperation between the armed forces of Turkey and Azerbaijan is at a level that may be an example for the world, said Koshaner. He expressed confidence in further expansion of these ties.

President of Azerbaijan signed a decree on the establishment of embassies of Azerbaijan in Estonia, Lebanon and Libya.

To ensure the activities of the Azerbaijani embassies in Estonia, Lebanon and Libya, the Cabinet of Ministers is in charge of addressing the issues of logistics and funding of embassies, the Foreign Ministry - approving the structure and staffing of embassies.

Azerbaijan President Ilham Aliyev signed a decree on application of the Law on amendments and changes to the Law of Azerbaijan on Public Broadcasting in connection with the entry into force of this Law.

Within introduction of the law, the Cabinet of Ministers of Azerbaijan is in charge of preparing and submitting to the Head of State proposals on bringing the above-mentioned laws into conformity with the law on making amendments and amendments to them within two months.

Azerbaijan President Ilham Aliyev signed a decree on the introduction of the Law of Azerbaijan on amendments and additions to the laws on environmental protection, on specially protected natural territories and facilities and natural healing reserves, medical and health areas and resorts.

Within introduction of the law, the Cabinet of Ministers of Azerbaijan is in charge of preparing and submitting to the Head of State proposals on bringing the above-mentioned laws into conformity with the law on making amendments and amendments to them within two months.

Azerbaijan President Ilham Aliyev signed a decree ensuring the activities of the Azerbaijani embassies in Serbia (in Belgrade) and Oman (in Muscat), AzerTAj state news agency reported.

In connection with the functioning of the Azerbaijani embassies in Serbia and Oman, the President instructed the Cabinet of Ministers to address issues of logistics and funding of embassies, the Foreign Ministry - to approve the structure and staffing of embassies.

President of Azerbaijan Ilham Aliyev has today attended a groundbreaking ceremony for a waste-to-energy plant processing municipal solid waste.

The solid waste incineration and energy recovery facility will be built by the French company CNIM, winner of the tender. The plant capacity is 500,000 t / per year. The construction site of 20 hectares is located in the area of the Balakhany landfill.

The plant will generate 231,500 megawatt of electricity from incineration of household waste.

President Ilham Aliyev laid a foundation of the plant by putting a time capsule into the foundation, and covering it with liquid concrete.

President Ilham Aliyev gave recommendations and instructions to builders and wished them every success.

Azerbaijani President Ilham Aliyev issued a decree amending Presidential Decree No. 544 on the "Approval of the Charter of the State Committee for Religious Organizations of the Azerbaijan Republic," dated July 20, 2001.

Azerbaijani President Ilham Aliyev signed an order annulling Decree No. 933 dated Sept. 27, 2003 on, "Measures to Eliminate Violations During Registration at Places of Residence and Stay of Foreign Citizens in Azerbaijan," and amending Presidential Decree No. 543, dated March 12, 2007

President of Azerbaijan Ilham Aliyev signed a decree conferring a diplomatic rank of ambassador extraordinary and plenipotentiary upon Javanir Akhundov.

Upon another decree, President Ilham Aliyev appointed Javanir Akhundov the Ambassador Extraordinary and Plenipotentiary of Azerbaijan to the Islamic Republic of Iran, AzerTAj state news agency reported.

According to the third decree, Abbasali Hasanov was called back from the post of Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Iran.

On Oct. 3, Azerbaijan's President Ilham Aliyev received outgoing Korean Ambassador Lu Kwang-Chul.

The President praised the Korean ambassador's contribution to developing the two countries` relationship, describing his tenure in Baku as "a dynamic period for bilateral cooperation".
President Ilham Aliyev hailed the Azerbaijan-Korea cooperation, expressing confidence it would further develop.

"We, in particular, have wider prospects in the economic field."

The President also praised the role of the two countries' embassies in strengthening the bilateral relations.

Ambassador Kwang-Chul thanked the Azerbaijani government and personally President Ilham Aliyev for "high attention shown to our embassy".

The Korean envoy said his tenure in Baku was marked by establishment of good relations between Azerbaijan and Korea, adding "as an ambassador I spared no efforts to contribute to this".

Kwang-Chul pointed out there is a great potential to develop the Azerbaijan-Korea relations.

Azerbaijan President Ilham Aliyev approved the protocol to the agreement on inter-governmental cooperation of GUAM member countries in combating terrorism, organized crime and other dangerous crimes, signed on December 4, 2008 in Helsinki. The protocol was ratified by the Parliament of Azerbaijan.  

Azerbaijan President Ilham Aliyev approved the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, which was signed on January 28, 1981 in Strasbourg. The Convention had been ratified by the Parliament of Azerbaijan.

The President also approved the Convention on Cybercrime, signed on November 23, 2001 in Budapest. The Convention had been ratified by the Parliament of Azerbaijan.

President Ilham Aliyev has also approved Parliament-ratified joint declaration on basic principles of completion of the delimitation of borders between Azerbaijan and Russia and the division of water resources of the Samur River, signed on 29 June 2009 in Baku.

The agreement on exemption of visa requirement for holders of diplomatic, official or special passports between Azerbaijan and Syria, signed on July 8, 2009 in Baku, was also approved, which was ratified by the Parliament of Azerbaijan.

President Ilham Aliyev also approved Parliament-ratified inter-governmental agreement on promotion and mutual protection of investment between Azerbaijan and Syria, signed on July 8, 2009 in Baku.

President also approved Parliament-ratified inter-governmental agreement on interaction and cooperation in customs between Azerbaijan and Syria, signed on July 8, 2009 in Baku.

Azerbaijan President Ilham Aliyev issued a decree on introduction of law on amendments to the Law on the Commissioner for Human Rights (Ombudsman).

The Cabinet of Ministers is in charge of preparing and submitting to the President of the Republic the proposals to bring existing legislation into conformity with the law, and also harmonize laws and regulations of the government and relevant central executive bodies with the law and inform the President during a month.

On Oct. 3, Azerbaijan President Ilham Aliyev received members of Azerbaijan men's national chess team who recently became European champions.

The President congratulated the chess players on the victory, describing it as "a historic triumph".

President of the Azerbaijan Chess Federation Elman Rustamov said the win is "a logical result of ongoing development processes in the country".

The team`s captain Zurab Azmayparashvili handed over a congratulatory letter of President of the International Chess Federation Kirsan Ilumjinov to President Ilham Aliyev.
Chess grandmaster Vugar Hashimov vowed they would make every effort to secure higher achievements in the international sports arena.

Azerbaijani President Ilham Aliyev issued a decree applying the law on "Changes to the Alpout and Khanliglar Municipalities in the Gazakh Region".

The Cabinet of Ministers are tasked with developing and submitting to the president proposals within two months to align existing legislation with the law on "Changes to the Alpout and Khanliglar Municipalities in the Gazakh Region." The cabinet must also align the regulations of the body and central executive authorities with the law and inform the president.

Azerbaijan President Ilham Aliyev congratulated Hamid Karzai on his re-election as president of Afghanistan.

"I hope that we will continue to make joint efforts to strengthen and further develop relations between Azerbaijan and Afghanistan and the traditions of friendship and cooperation between our peoples," the message of the President says.

Ilham Aliyev wished Hamid Karzai good health and success in efforts to ensure the welfare of the friendly Afghan people.

Azerbaijan President Ilham Aliyev signed a decree on the introduction of the law on amendments and additions to the Law on State Service.

The Cabinet of Ministers is in charge of preparing proposals on bringing existing legislation into conformity with the Law on State Service of Azerbaijan Republic and harmonizing the acts, regulations of the Cabinet of Ministers and relevant central executive agencies with this law within one month.

Azerbaijani President Ilham Aliyev and First Lady Mehriban Aliyeva participated in the Fifteenth BakuTel Azerbaijani International Telecommunications and IT Exhibition today.

The exhibition is held in the Heydar Aliyev Sports and Concert Hall. 

The president became familiar with the expositions and learned about new products and services.

On Nov.6, Azerbaijani President Ilham Aliyev received Patriarch Kirill of Moscow and All Russia.  

The Head of State noted Patriarch`s visit will help develop relationship between the two states

According to Azerbaijani leader, Russia-Azerbaijan ties are developing rapidly, bringing benefits to both peoples.

Patriarch Kirill said Azerbaijan is a model for other countries since good cooperation exist between Muslims and Orthodox believers. He expressed gratitude for the level of interreligious relations and the place the Orthodox Church occupies in Azerbaijan.

President Ilham Aliyev signed a decree on the composition of the intergovernmental commission on bilateral cooperation with the Republic of Lithuania from Azerbaijan side

In connection with the 60th anniversary of the Oil Rocks field, the President of Azerbaijan signed a decree awarding the following employees of the State Oil Company of Azerbaijan:

On Nov. 6, the President of Azerbaijan Ilham Aliyev received Co-Chairs of the OSCE Minsk Group - Ambassadors Bernard Fassier of France, Yury Merzlyakov of Russia, and Robert Bradtke of the United States - as well as Personal Representative of the OSCE Chairman-in-Office Ambassador Andrzej Kasprzyk of Poland.

The meeting focused on current state and prospects of the talks on the Armenia-Azerbaijan conflict over Nagorno-Karabakh.

Azerbaijan President Ilham Aliyev has received Filaret, Metropolitan of Minsk and Sluzk, Patriarchal Exarch of all Belarus, the AzerTaj state news agency reported.

The President stressed the importance of Metropolitan Filaret`s participation in the Baku conference "Interreligious dialogue: from mutual understanding towards joint cooperation".

President Ilham Aliyev expressed confidence Metropolitan Filaret`s visit to Azerbaijan and discussions to be held during the conference would contribute to developing relations between the two countries and strengthening interreligious dialogue.

Metropolitan Filaret praised the relations between the two countries, saying they have very solid foundations.

Metropolitan Filaret expressed confidence the two countries` historic friendship would further contribute to developing the bilateral relations.

Azerbaijani President Ilham Aliyev received Chechen counterpart Ramzan Kadyrov today.

Aliyev thanked Kadyrov for participating in the Baku events. He stressed that the Chechen president's visit to Azerbaijan establishes an opportunity to discuss future cooperation.

Aliyev said he appreciates the friendly relations between the Azerbaijani and Chechen peoples, adding that Azerbaijan follows closely Chechnya's development.

The Azerbaijani president also emphasized the need to define new ways to develop bilateral relations and economic cooperation between the two peoples.

The Chechen president expressed gratitude to his Azerbaijani counterpart for providing his compatriots with asylum and care during hard times.

He said the Chechen people will never forget Azerbaijan's kindness.

Belarusian investors may take part in Azerbaijani infrastructure projects, President of Azerbaijan Ilham Aliyev told the Belarus First TV Channel in an interview, BELTA reported.

Among the priority projects, the Azerbaijani leader has named the informatization and communication areas. According to Ilham Aliyev, Belarus and Azerbaijan actively develop their cooperation in all the areas including policy, economy and investment activity. The President of Azerbaijan is sure that in the future the Belarusian-Azerbaijani relations will continue developing.

Ilham Aliyev noted the high level of execution of the passed decisions. "The high level of confidence - the word and the signature has the same value," he added.

According to the President, the future economic relations of the two countries will be successful. Azerbaijan is interested in investments from Belarus. In turn, Belarus may count on the Azerbaijani investments, Ilham Aliyev said.

As an example of the successful cooperation, Ilham Aliyev noted the Belarus tractors' assembly production facility at the Ganca Works. At present, the two sides are considering the joint production of component parts for Belarusian tractors. The Azerbaijani side also shows an interest in purchasing Belarusian trucks and farm machinery.

On Nov.6, Azerbaijan's first lady, President of the Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador, MP Mrs. Mehriban Aliyeva met Catholicos-Patriarch of All Georgia Ilia II.  

Mehriban Aliyeva informed the Catholicos-Patriarch about the foundation's activities.
She said the foundation plans to implement several projects in Georgia, which, she added, would include building new educational institutions among others.

"The Heydar Aliyev Foundation has been closely involved in reconstruction of temples across the world as part of its "Azerbaijan - home to tolerance" project. These activities included a complete overhaul of a mosque in Georgia which was inaugurated earlier this year."
Mehriban Aliyeva also praised the level of tolerance in Azerbaijan, describing the country as "an exemplary" in this respect.

"For centuries peoples of different religions have lived here in friendship. We in Azerbaijan do not differ people for their religion, language, nationality or race. This is how the people and the government of Azerbaijan treat other religions and peoples."

Catholicos-Patriarch of All Georgia Ilia II said he was aware of the projects implemented by the Heydar Aliyev Foundation. He praised the foundation`s activities in Georgia.

Azerbaijani President Ilham Aliyev received Dagestani leader Mukhu Aliyev on Nov.6.

The Azerbaijani President praised his country`s relations with Russia, in particular Dagestan.
President Ilham Aliyev stressed the importance of expanding the bilateral cooperation. The President said Mukhu Aliyev`s visit created good opportunities to explore prospects for developing the relations.

The Dagestani President said he was pleased to once again "visit brotherly Azerbaijan".
Mukhu Aliyev praised the Dagestan-Azerbaijan relations, describing them as sincere.

Today, in our country, each citizen, irrespective of language, religion and ethnic belonging, is provided with the rights and freedoms, basing on international principles, Azerbaijani President Ilham Aliyev said in his address to participants of the third congress of Russian community of Azerbaijan.

The largest on the South Caucasus, the Russian community, lives just in our country, what is evidence to ethnic and religious tolerance historically established in Azerbaijan, regulation of inter-ethnic relations by civil norms.

As all the national minorities, the Russian population, too, wholly benefits from the existing democratic-legal environment and freely preserves and develops its national-spiritual values, its religion and culture. The Russians, widely represented in all spheres of socio-political, scientific-cultural and socio-economic life, actively take part in the massive reconstruction and creation activities, conducted in the country, in the strengthening of state independence.

With the feeling of gratitude I would note that the Russian citizens have demonstrated example of true patriotism also during the liberation of our lands from the Armenian occupation. Bright memories of such courageous sons as the National Heroes, sacrificing in the name of territorial integrity of Azerbaijan, Yuri Kovalyev, Yevgeny Karlov, Victor Seregin, Sergey Senyushkin, will for ever be honored by our people.

National leader Heydar Aliyev was very sensitive to ethnic and cultural diversity in our country as the historical achievement of our national state system.

We are committed to this political course and will continue our consistent efforts aimed at establishing principles of ethnic and religious tolerance in Azerbaijan and preserving national and cultural diversity.

Over the years of its activity, the Russian community of Azerbaijan has always been active in the process of conducting democratic and legal reforms, building free civil society and did a praiseworthy work for developing socio-cultural ties between Azerbaijan and Russian state, bringing our peoples closer and raising the world community`s awareness about Azerbaijan realities. I am sure that your organization will continue to represent the Russian community of the country, contribute much to further strengthening civil solidarity in our society and friendly and brotherly relations between our peoples.

Azerbaijani President Ilham Aliyev made an address at the international conference "Inter-religious dialogue: from mutual understanding to joint cooperation" dedicated to the sixtieth-birthday of chairman of the Clerical Office of Caucasus Muslims Sheikhulislam Allahshukur Pashazadeh and thirtieth-anniversary of his activity as Sheikhulislam, AzerTaj state news agency reported.

"There were not any national or religious conflicts and clashes in Azerbaijan. I believe that they will not occur in future. All peoples and representatives of all religiouns live in Azerbaijan as one family. They actively work for development of Azerbaijan. They make contribution in general development of Azerbaijan as Azerbaijani worthy citizens," Azerbaijani President said.

Azerbaijani President Ilham Aliyev and his spouse Mehriban Aliyeva have attended an opening ceremony of the conference held on Friday.

Azerbaijani President stressed that the conference is dedicated to the sixtieth-birthday of chairman of the Clerical Office of Caucasus Muslims Sheikhulislam Allahshukur Pashazadeh. Famous people participated in the forum.

Addressing the event, Azerbaijani President described the conference as the landmark event. He stressed that hosting the conference in Baku is not accidental since Azerbaijan contributes to inter-religious dialogue.

Azerbaijani President expressed confidence that the discussions to be held at the conference and made decisions will make a new contribution in development of the inter-religious dialogue in the world. He stressed that religious and Azerbaijani tolerance was always at the high level.

Azerbaijani President appreciated it as a logical result of independent Azerbaijan's policy.

Azerbaijani President stressed that Azerbaijan is the part of the Islamic world and Azerbaijani people are committed to its religion and national traditions. Azerbaijan is an active member of the Organization of the Islamic Conference. It is also represented in European international organizations.

"Azerbaijan is a member of some European organizations due to its geographical location.

We seldom encounter such a country, which is doing everything possible for normal life and activities of representatives of all nations in the region while remaining devoted to its religious and national traditions," Azerbaijani President said.

Emphasizing that Azerbaijan has become the center of inter-religious and inter-civilization dialogue, Azerbaijani President stressed the need for such a dialogue to ensure peace on the planet. He said that the forums regularly held in Baku, as well as formal and informal contacts are important for development of the inter-religious dialogue.

"Baku has been declared the capital of Islamic culture this year. It is a great honor for us. I hope that Baku will also be declared as the capital of European Culture soon. After the restoration of state independence all freedoms, including freedom of conscience and religious freedom were ensured in Azerbaijan. More than 1,000 mosques were built in the period of independence in Azerbaijan. Hundreds of historical and religious monuments were restored. However, the Orthodox and Catholic churches, synagogues are being built and repaired in Azerbaijan. It is a very important part of our policy," Azerbaijani President said.

Congratulating Sheikhulislam Allahshukur Pashazadeh with the anniversary, the Azerbaijani President expressed his deep gratitude for contribution to the development of inter-religious dialogue and a truly civil position in difficult period. Recalling about the sincere friendly relations between the Great Leader Heydar Aliyev and Sheikhulislam Allahshukur Pashazadeh, the Azerbaijani president said that continuing this tradition, he maintained good relations with Chairman of the Clerical Office of Caucasus Muslims. The Azerbaijani President stressed that the unbreakable friendship serves the common interests of the Azerbaijani state and people.

After congratulating Sheikhulislam Allahshukur Pashazadeh, the Azerbaijani President gave him "Sharaf" order.

He expressed Azerbaijani President his deep gratitude for high appreciation of his services to the people and his contribution to inter-religious dialogue, as well as regular support rendered to him for the sake of common ideas.

Chairman of the Clerical Office of Caucasus Muslims Sheikhulislam Allahshukur Pashazadeh thanked for warm words and congratulations. He stressed that he will continue to contribute in inter-religious dialogue in future.

Parliament

Members of the Azerbaijani parliament will participate in the plenary session of GUAM.

"The Azerbaijani parliamentary delegation led by Elton Mammadov includes parliamentarians Elman Mammadov, Mirkazim Kazimov and Ali Masimli. The delegation will leave for Tbilisi on Nov. 8 to attend the 4th plenary meeting of the organization," the parliament told Trend on Nov. 7.

The meeting will exchange views on the prospects of GUAM's cooperation with the European Union and examine the geographic scope and impact of the organization on the cooperation among the member countries. Further, the sides will discuss regional security in the territory of the GUAM member-countries in terms of politics, economy, transport and ecology, as well as study the impact of conflicts existing in these territories on regional and international stability, peace and development. "Mammadov will make a report at the event with an introductory speech and Masimli will read a report on" Prospects of cooperation in the Baltic-Black Sea region," said the parliament.

Elections

16 political parties nominated for municipal elections in Azerbaijan, the press service of the Central Election Commission (CEC) told Trend .

Municipal elections in Azerbaijan will be held on December 23. Of the candidates, 7,057 people are independent, others represent 28 political parties. 17 political parties officially joined the election marathon.  

27,181 candidates have already been approved for 1,718 municipalities. Of this number, 5,166 are women. 13,497 approved candidates for municipal elections have higher education.

Of those whose candidatures were approved, 25,786 people received the signature lists in the constituencies. Of them, 12,223 candidates have collected the necessary signatures and submitted these lists and other necessary documents to the relevant constituencies. 4,066 candidates have already been registered in 576 municipalities.

During these elections, 15 682 members will be elected for 1,718 municipalities.

Today's meeting of the Central Election Commission (CEC) of Azerbaijan discussed the issue of registration of authorized representatives of the Musavat Party and the Liberal Democratic Party (LDP).

28 authorized representatives and one authorized representative on financial issues of the Musavat Party, as well as authorized representative on financial issues from the LDP, were registered, said the CEC Secretary Natig Mammadov.

Musavat party alleged that in connection with the registration of authorized representatives, the CEC demanded additional documents from them. According to Mammadov, CEC does not require any other documents, except those that are listed in the instructions.

In mid November, meetings will begin for heads of local executive authorities and the district election commissions in Baku, Ganja, Shirvan in cooperation with the OSCE, the Presidential Administration, said the CEC chairman Mazahir Panahov.

"We support cooperation with international organizations. Such cooperation was important for the democratic elections that have taken place up to now," said the chairman of the CEC.

Azerbaijani MP Bakhtiyar Aliyev will take part in activities to combat corruption in Qatar.

Aliyev is visiting Qatar to participate in the Third Meeting of the Global Organization of Parliamentarians Against Corruption (GOPAC), the parliamentary press service told Trend today.

During the meeting Nov.7-13, participants will exchange views on applying the UN Convention against corruption and the role of MPs in this process.

Aliyev will familiarize participants with detailed information about laws and regulations against corruption, amendments adopted by the Azerbaijani parliament and his views on the issue.

Foreign policy

The 11th annual Azerbaijan-US Security Dialogue started in the US capital on Nov. 4.

These talks were the 11th and Azerbaijan was represented by the delegation led by Deputy Foreign Minister, Araz Azimov.

The bilateral Security Dialogue is an annual high-level forum bringing together senior governmental law-enforcement and security experts of both sides.

"This dialogue serves as an overarching framework for discussion of security-related issues of common interest," one of the Pentagon's official told Trend .

He stressed that a dialogue, which was set up in 1996 between the two countries, should be strengthened.

Considerable part of bilateral cooperation concern the military-political sector, security and practical work in this direction of security relationship to a quantitatively different level.

During his Washington's visit Araz Azimov also discussed his American counterparts around principal influence on the Nagorno-Karabakh negotiation process to the regional stability in South Caucasus.

Switzerland always adhered to the need to resolve the Nagorno-Karabakh conflict peacefully, Swiss Ambassador to Azerbaijan Alain Guidetti told media Nov. 3.

"Switzerland considers the establishment of a dialogue as one of the major tools for preventing conflicts," Guidetti said.

Indian Embassy in Azerbaijan has presented a book by Azerbaijan author Afet Mammadov on the relations between the two countries, "India-Azerbaijan relations".  

"The author has collected information on the bilateral relations between Azerbaijan and India since the opening of the embassy," said the Indian Ambassador to Azerbaijan Debnad Show at the presentation of the book.

The Embassy of India in Azerbaijan held the presentation of Azerbaijani journalist Afet Mammadov's book titled "Indian-Azerbaijani relations" on November 3 at Indian House in Baku.

The book describes the development of Azerbaijani-Indian relations over the decades. The representatives of the Indian community in Azerbaijan assisted in publication of the book.

According to the Ambassador, the friendship between the peoples of Azerbaijan and India has been existing for hundreds of years.

He said that Azerbaijan State Institute of Foreign Languages is interested in opening Indian Center for the study of Indian culture and language.

The Institute's management hopes that this idea can be realized with the help of the citizens of India, the Ambassador said. Also, he said, there can be opened Center for the Study of Hindi language.

"But all these are under talks, but we will do everything to help the Institute implement these ideas," said Shaw.

The Azerbaijani Culture Days in Turkmenistan prove that multilateral cooperation and cultural ties between the two countries have a tremendous future, Turkmen President Gurbangulu Berdimuhammedov said this week.

The president addressed the participants of the Azerbaijani Culture Days, stating that "good neighborly relations between the two friendly countries have a new essence today ... I am sure that the friendly and fraternal relations between Turkmenistan and Azerbaijan will be extended and strengthened further."

"The Azerbaijani and Turkmen people have been linked by their friendly and fraternal relations since ancient times and have joint history and culture, and similar traditions," Berdimuhammedov added.

The president emphasized bilateral documents signed in recent years as an example of the Turkmen-Azerbaijani multilateral cooperation.

A Sumgait delegation has visited Belgium.

The visit was held upon the invitation of European Commission Energy and Transport Deputy General Director Fabrizio Barbaso.

The visit began Nov. 3 and will end Nov. 5.

Members of the delegation will participate in the first mayoral-agreement meeting dedicated to the initiative of the European Commission. Participating countries will receive information about the initiative. The sides will also share their opinions.

The European Commission proposed the mayoral-agreement initiative in February 2008. The initiative envisages strengthening the role of local governments in reducing carboxylic gas in the atmosphere.

The initiative was included in a list of Eastern Partnership Program priorities in 2009 and signed by EU participant-countries, including Azerbaijan. Over 800 cities joined the initiative from Western and Eastern Europe.

Azerbaijani Foreign Minister Elmar Mammadyarov met outgoing Austrian ambassador to the country Marius Calligaris, the Azerbaijani Foreign Ministry reported.

Calligaris praised the embassy's cooperation with the foreign ministry. "We have been successfully working together to contribute to expanding and developing bilateral relations between Azerbaijan and Austria", he added.

The envoy also thanked the Azerbaijani government for "support and attention shown to the embassy".

Mammadyarov wished Calligaris successes in his future diplomatic activities

The Commander of the Turkish Land Forces, General of the Army, Ishik Koshaner, who is on official visit to Azerbaijan, met with Azerbaijani Defense Minister Colonel General Safar Abiyev, the press service of Defense Ministry told Trend on Nov. 2.

The main topic of the meeting, attended by the delegations, was to preserve the Turkish-Azerbaijani friendship and even more strengthening.

Also, an exchange of views was held on the prospects of new military-technical cooperation, situation in the South Caucasus and ways of resolving the Armenian-Azerbaijani Nagorno-Karabakh conflict.

The meeting was attended by the Ambassador Extraordinary and Plenipotentiary of Turkey to Azerbaijan Hulusi Kilich.

Senior military representatives of Turkey began visiting Azerbaijan on Nov. 2. The Commander of the Turkish Land Forces, General of the Army, Ishik Koshaner, will hold a series of meetings in Baku, said the Defense Ministry of Azerbaijan.

On Nov.4, Azerbaijani Foreign Minister Elmar Mammadyarov received the new head of the EU representation in the country Roland Kobia, the ministry's press service reported.

Kobia presented to the minister the copy of credentials on his appointment to Azerbaijan and said that during his activities in the country the Azerbaijan - EU relations will further develop and expand.

Mammadyarov congratulated Kobia on his appointment and expressed his satisfaction with the high level of the Azerbaijan - EU relations.

The sides discussed relations between Azerbaijan and organization, as well as a number of issues on mutual interest.

The Caspian region is vital in terms of energy security, Azerbaijani Deputy Foreign Minister Khalaf Khalafov said in Ashgabat today.

Ashgabat is hosting a working group meeting on the Caspian Sea's legal status. The meeting is attended by representatives from Azerbaijan, Kazakhstan, Russia, Iran and Turkmenistan.

"The Caspian region is important in terms of energy security, developing international cooperation in the energy, transport and communications sectors, as well as forging economic ties among regional states, especially Caspian littoral countries," Khalafov said.

The EU considers Azerbaijan and Turkmenistan to be potential suppliers for the Nabucco gas pipeline project. However, experts believe Ashgabat may stall the project due to differences of opinion between the two Turkic-speaking countries on several Caspian oil and gas fields.

Khalafov stressed that Azerbaijan remains "committed to the negotiation process in the spirit of mutual respect to the sovereign rights of the littoral states, as well as the resolution of all issues via 'diplomatic means.'"

Turkmen President Gurbanguly Berdimuhamedov has recently said "diplomatic resources have not been exhausted," and many options exist for compromise.

According to the Turkmen leader, the Convention on the Legal Status of the Caspian Sea should be developed to create "conditions for productive international cooperation in the Caspian Sea."

A source close to the talks said Khalafov believes the investment climate is developing in the region and economic cooperation is also deepening among the littoral states.

In 2010, the activities of embassies and diplomatic missions of Azerbaijan abroad will be improved, said Deputy Foreign Minister.

"It is necessary to allocate some funds for the development of the embassies and their activities at a high level," Deputy Foreign Minister of Azerbaijan Vagif Sadikhov said during discussions over the project of 2010 Public budget at a joint meeting of parliamentary committees on human rights, international relations and inter-parliamentary relations, legal policy and state-building.

Currently Azerbaijan has 50 embassies abroad, five missions to international organizations, eight consulates, three honorary consulates and two offices of embassies. Certain time ago, the President of Azerbaijan Ilham Aliyev signed a decree on opening embassies in five countries.

According Sadikhov, the 2010 Public budget funding for embassies and diplomatic missions of Azerbaijan abroad decreased.

"This year, 52 million manat was provided for 57 diplomatic missions and embassies. In 2010, this figure is planned to be reduced to 51 million manat. This is connected with the reduction of vehicles that can be purchased for embassies," he said.

According to Deputy Minister, in the project of the next year's budget was not taken into account the request to allocate an additional 725,000 manat for the travel expenses of employees of Foreign Ministry. According to Sadikhov, in 2010 the central office of the Ministry will not hire new employees.

"We asked to allocate additional funding to increase the number of the staff to 80-100 people, however, this request was not taken into account as well," said the Deputy Minister.

The Azerbaijani Foreign Ministry warned citizens today about the spread of the swine flu in Ukraine.

The ministry recommends that Azerbaijani citizens opt against traveling to Ukraine in the near future for health reasons, ministry Spokesman Elkhan Polukhov told Trend on Nov.6.

The ministry recommends citizens permanently or temporarily residing in Ukraine to take the necessary measures to ensure their own safety.

Last week, Ukraine declared an epidemic of the swine flu. The country has recorded 17 cases of the swine flu, including three fatalities. The flu is observed mainly in western Ukraine

Some experts suggest that the country may declare an emergency situation in connection with the epidemic, which may disrupt the presidential elections to be held on Jan.17, 2010.

Parliamentary Speaker Vladimir Litvin also spoke recently about a possible emergency situation.

The Russian Community of Azerbaijan intends to participate more actively in the social and political life of the country.

"We try to integrate into the country's social and political life," Community Chairman Mikhail Zabelin told journalists today. "But the Russian community has not yet distinguished itself in this manner, but we are expanding our mission."

The community also plans to become active in political party activities and electoral processes.

"Today, there are no laws that would infringe the rights of national minorities in Azerbaijan, but it is important to know the state language in order to integrate," he said. "Thus in the near future, we have set the task of strengthening the study of the Azerbaijani language. Without this, it is impossible to take part in public life."

Today, Baku hosts the Third Congress of the Russian Community of Azerbaijan.

Azerbaijan is a country with high national tolerance where the people preserve their authenticity thanks to the support of the Azerbaijani government, Russian Ambassador to Azerbaijan Vladimir Dorokhin said at the Third Congress of the Russian Community of Azerbaijan today.

"We are pleased that the Azerbaijani leadership paid special attention to the meeting of the Russian community. Our compatriots' support is our government's policy" Dorokhin said.

He said Russia will continue to support cultural and historical ties with their compatriots in other countries, including Azerbaijan. The community in Azerbaijan is doing much for Russians to improve their living standards thanks the community's chairman Mikhail Zabelin, Dorokhin said.

Presidential Administration Social and Political Department head Ali Hasanov read Azerbaijani President Ilham Aliyev's greeting at the meeting.

Azerbaijan is a religiously and ethnically tolerant country, Aliyev wrote. It is easy for Russians to live here.

In his welcoming letter, he stressed that Russians have lived in Azerbaijan for a long time and actively participate in Azerbaijani social and political events. The president mentioned four Russian heroes who died defending Nagorno-Karabakh.

Meanwhile, Caspian Diocese Bishop Alexander thanked the Azerbaijani government for its religious tolerance.

"As Azerbaijani all-national leader Heydar Aliyev said, multinationality is our wealth and the Russian community is part of Azerbaijani wealth," Alexander said.

The congress was attended by senior officials from both countries.

The Azerbaijani diaspora in Saratov, Ryazan and Murmansk also attended the congress.

Moscow Mayor Yuri Luzhkov conferred an order for cooperation to Russian Community of Azerbaijan Chairman Mikhail Zabelin, Moscow official Andrey Yevsipenko said.

In his speech, Russian Community of Azerbaijan Chairman Zabelin thanked the government for its assistance and supporting the community.

"We, Russians in Azerbaijan, feel that we are full citizens of the country. We can easily live in a country with such a high degree of both national and religious tolerance," Zabelin said.

He personally thanked President Ilham Aliyev and First Lady Mehriban Aliyeva for assisting the Russian Community of Azerbaijan. Zabelin also noted the Russian Embassy in Azerbaijan's role as well as other ministry and department representatives from Azerbaijan and Russia.

Political movements

Azerbaijan's ruling party was admitted to the Standing Committee of the International Conference of Asian Political Parties

"This decision was made due to the special merits of the Party in the activities of the International Conference of Asian Political Parties to establish peace and security in Asia," the letter sent by co-chair of the Standing Committee of the International Conference of Asian Political Parties, Secretary General Chung Eu-Yong said, the website of the ruling New Azerbaijan Party (NAP) said.

New Azerbaijan party was established by Azerbaijani national leader Heydar Aliyev. That moment Aliyev was chairman of Supreme Majlis of Nakhichivan. Presently, president Ilham Aliyev heads ruling party within 16 years.

Deputy chairman and executive secretary of NAP Ali Ahmadov's direct involvement in the 5th ICAPP General Assembly held on September 23-26 in Kazakhstan's capital of Astana has contributed to more successful activities of the organization. "At the 12th meeting of the Standing Committee to be held in the Nepalese capital Kathmandu in February 2010, the NAP will be represented as a permanent member," the same source said.

The Majlis of the union will be established. Several Azerbaijani opposition parties are represented in it.

"A decision to establish a similar organization was made at a meeting of the council of members-parties of the union today," chairman of Great Azerbaijan Party represented in the Union for Democracy, Elshad Musayev, told Trend on November 2.  

Musayev said that people of leading organizations of members-parties of the union will be represented in this Majlis. "At present, the talks on several parties' joining the Union for Democracy are being held. It is not ruled out that people from leaderships of these parties will be also represented in the Majlis," he said.

A decision on removing the National Democracy Party from the union was made at a meeting of the council.

This party conducts policy differing from other political parties represented in the union.

The party had other attitude towards public-political processes.

Moreover, leadership of the party did not participate in the meetings of the union regularly," Musayev said. 

He said that the party was removed from the union.

The Azerbaijani People's Socialist Party (APSP) will attend the first meeting of the Council of the CIS Socialist Parties' Coordinators in Moscow this November, APSP Chairman Rovshan Huseynov told journalists today.

According to Huseynov, the initiative behind the meeting was discussed in June 2009 during a discussion with Fair Russia party Chairman Sergey Mironov.

"A certain decision to hold such a meeting was made this week and the meeting's date will be finalized in the coming days," he said.

The APSP was established in October 2008.

Turkish opposition MPs have been invited to Azerbaijan. 

"While staying in Turkey, we invited a group of opposition MPs from Nationalistic Movement and People's-Republican parties to Azerbaijan," Ana Veten party chairman, MP Fazail Agamali, told Trend today.

Agamali said that MPs promised to arrive in Azerbaijan.

"I think that this visit can be held on the eve of discussion of the protocols, signed between Ankara and Yerevan, in the Grand National Assembly (Parliament)," MP said.

He said that the Turkish opposition parties oppose approval of these protocols in the parliament.  So, it is very important to discuss this issue with parliamentarians of the fraternal country again. "I would like to stress I am cautious with the promises made by Turkish officials that the protocols will not be approved without solving the Nagorno-Karabakh problem. Our ties with the opposition parties in Turkish parliament must be more intensive," Agamali said.

A delegation of 11 people, led by the Milli Majlis Committee for Foreign and Inter-Parliamentary Relations chairman, visited Turkey in October.

A delegation headed by the Turkish Parliament Commission for Foreign Relations, Murad Marjan arrived in Azerbaijan in late October.

The New Azerbaijan ruling party has prepared for the municipal elections agitation campaign.

"We will conduct our campaign in accordance with Azerbaijani election legislation," New Azerbaijan party Deputy Executive Secretary, MP Mubariz Gurbanli told Trend today.

Gurbanli said a book, posters, booklets and other materials have been published for the campaign.

"Different events with the participation of municipal members will be held for voters," he said.  

Gurbanli said the municipal elections differ from parliamentary and presidential elections. The ruling party's agitation campaign will also differ.

"We prepared for the elections more thoroughly than other parties. I think most of our candidates will be elected as municipal members as a result of the voting," Gurbanli said.

The New Azerbaijan party was established by Azerbaijani national leader Heydar Aliyev. Aliyev was the chairman of the Supreme Majlis of Nakhichivan at the time. Today, President Ilham Aliyev heads the party.

The Azerbaijani ruling New Azerbaijan Party (NAP) does not rule out developing the bill "On the Status of the Ex-President" in accordance with amendments to the Constitution.

"While taking part in discussions about the bill, we will put forward our proposals," NAP Deputy Executive Secretary Mubariz Gurbanli told Trend . "I cannot give any clarification about the party's position yet. However, I believe the law on the status of the ex-president should only concern individuals who have held presidential authority."

Opposition Great Establishment Party head, MP Fazil Mustafa earlier prepared and submitted a bill on the status of ex-presidents.

According to Gurbanli, the party does not intend to prepare a bill on the status of ex-presidents.

The NAP was established by the Supreme Majlis of Nakhchivan Speaker Heydar Aliyev in 1992. President Ilham Aliyev is the party's chairman.

More than 1,000 members of the Azerbaijani opposition party nominated for municipal elections.

"As we participate in elections as a party, we attach particular importance to the nomination of our party members," Elchin Mirzabeyli, deputy chairman of the Unified Azerbaijan Popular Front Party (UAPFP) told Trend on Nov. 6.

According to Mirzabeyli, firstly, they submitted to the Central Election Commission (CEC) the list of 960 party members who will participate in municipal elections. "But later, tens of party's members expressed their desire to participate in the elections, and the number of candidates exceeded 1,000 people," said the deputy chairman of the party.

The party made a special preparation for the agitation campaign, he said. "Our election platform was prepared for this. We also use advertisement reels," said Mirzabeyli.

According to him, during the campaign they will not hold mass actions. "Municipal elections are different from other election campaigns. Considering this, if necessary, we will arrange meetings of candidates with voters," said Mirzabeyli.

A group of the Azerbaijan Popular Front Party members broke away from the party in 2002 and established Connecting wing. The wing was founded into the Unified Azerbaijan Popular Front Party in 2004. The party was registered in 2005. It takes constructive position towards the government.

Nagorno-Karabakh

On Nov. 1, the Armenian Armed Forces opened fire at Azerbaijani troops from areas, near the Gorgan and Ashagi Abdurahmanli villages in the Fuzuli region at 06:45-07:20, 21:00-21:20 and 23:50-00:05.

The Azerbaijani Defense Ministry reported that the Armenian soldiers fired at Azerbaijani troops from an area outside the Sarjali village in the Agdam region at 12:40-12:50.

The Azerbaijani troops answered their fire. No causalities were reported.

There was a military cooperation between the Azerbaijani and Turkish Armed Forces and it will further continue, the Commander of the Turkish Land Forces, General of the Army, Ishik Koshaner told journalists in Baku on Nov. 2.

"Military cooperation between Azerbaijan and Turkey will be more enhanced," Koshaner said.

The Turkish high-ranking militaries' visit to Azerbaijan has begun today. According to the Azerbaijani Defense Ministry, the Commander of the Turkish Land Forces, General of the Army, Koshaner will hold several meetings in Baku.

The high-ranking militaries of the Turkish Armed Forces often visit Azerbaijan. During this visit, they will discuss cooperation affairs in different fields with the Azerbaijani Armed Forces.

Koshaner said this visit took place upon Azerbaijani Defense Minister Safar Abiyev's official invitation and is of familiarization character.

The parties will discuss military cooperation affairs between the two countries.

On Nov. 2, the Armenian Armed Forces opened fire at Azerbaijani troops from areas in the Khojavand region at 20:30-20:45.

The Azerbaijani Defense Ministry reported that the Armenian soldiers fired at Azerbaijani troops from an area outside the Gorgan, Garakhanbayli and Ashagi Abdulrahmanli villages in the Fuzuli region at 18:20-18:55 and on Nov. 3, at 05:00-05:27 and 05:10-05:20.

The Azerbaijani troops answered their fire. No causalities were reported.

On Nov. 3, the Armenian Armed Forces opened fire at Azerbaijani troops from areas in the Gadabay region at 19:00-19:35, from areas in the Khojavend rehion at 20:15-20:20, from areas near Yusifjanli and Marzili villages in the Fuzuli region at 21:15-21:20, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire. No causalities were reported.

Azerbaijani Defense Minister Safar Abiyev ordered special measures to prevent the spread of the swine flu in the armed forces.

Abiyev issued instructions to the leadership of the Azerbaijani armed forces to prevent the spread of highly dangerous viral infections among military personnel and take necessary preventive measures, the ministry's Press Service told Trend today.

Based on his order, deputy defense ministers, commanders and department, service, agency, military and educational institution heads must work to protect the health of their soldiers. They have already commenced measures to prevent the spread of the virus.

The situation in Azerbaijan's occupied territories was discussed at a round-table in New York at the UN headquarters.

The discussions were organized by the Azerbaijani Permanent Mission to the U.N. They were attended by about 50 representatives of U.N. member states and representatives of the organization's secretariat and structures, the Azerbaijani Foreign Ministry reported with reference to the country's permanent representation to the U.N.

Azerbaijani Permanent Representative to the U.N. Agshin Mehdiyev informed the participants of the round-table on the issue's history and legal aspects.

Azerbaijan's Legal Adviser Professor Malcolm Shaw made a report on the current legal situation.

Representatives of U.N. member states noted the need to resolve the Nagorno-Karabakh conflict while respecting the territorial integrity of Azerbaijan and international law, and lauded the country's efforts in this respect.

On Nov. 4, the Armenian Armed Forces opened fire at Azerbaijani troops in areas of the Tovuz region at 11.00-11.10. The shots were fired from the Garasu village in Armenia's Berd region.

The Azerbaijani Defense Ministry reported that the Armenian soldiers fired at Azerbaijani troops from areas in the Khojavand region at 21.15-21.25, from the nameless heights and an area outside the Ashagi Abdulrahmanli and Ashagi Seyidahmadli villages in the Fuzuli region at 07.20-07.35, 22.30-22.40 and on Nov. 5, at 00.02-00.15.

The Azerbaijani troops answered their fire. No causalities were reported.

There is no doubt Azerbaijan`s occupied lands belong to Azerbaijan, said President of Turkey in the report on the Turkey`s foreign policy he delivered following the inauguration of a new building of the International Strategic Research Center in Ankara, the state news agency Azertag reported.

Gul said he believes discussions towards Armenia`s leaving occupied territories will be intensified as it will help solve many problems in the region.

The Turkish President pointed out developments in Georgia showed once more that "frozen" conflicts in this region can escalate into war any moment.

On Nov. 5, the Armenian Armed Forces opened fire at Azerbaijani troops from an area outside the Jojugmarjanli village in the Jabrayil region at 20.40-20.55 and from areas and positions near the Ashagi Abdulrahmali and Gorgan villages in the Fuzuli region at 21.35-21.55, 22.55-23.15 and 23.00-23.15.

The Azerbaijani Defense Ministry reported that the Armenian soldiers fired at Azerbaijani troops from an area outside the Goyarkh and Chilaburt villages in the Terter region at 19.00-19.45 and on Nov. 6, at 01.15-01.40, as well as from the positions near the Shurabad village in the Agdam region at 01.40-02.00.

The Azerbaijani troops answered their fire. No causalities were reported.

On Nov. 6, the Armenian Armed Forces opened fire at Azerbaijani troops from their positions near the Tapgaragoyunlu village in the Goranboy region at 11.40- 11.50 and from positions near the Gorgan village in the Fuzuli region at 22.55-23.10, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire. No causalities were reported.
