Azerbaijan proposes introducing three-stage system for customs tariffs
The Azerbaijani State Customs Committee has submitted proposals to pass to a three-stage tariff system to the Cabinet of Ministers. The proposals envisage maintaining 0.5 and 15 percent rates to pass from a multi-level to a three-level tariff system.
Azerbaijan's customs committee expands single window principle

State Customs Committee (SCC) of Azerbaijan began to introduce "single window" in the head customs administrations of Baku and Sumgayit. The principle of "single window" is applied not only on the border. Already its gradual introduction in the head customs administrations of Baku and Sumgayit begins. Soon it will be introduced to all customs administrations of the country.

Azerbaijani President receives France's Secretary of State for Transport
Today President of Azerbaijan Ilham Aliyev received delegation led by France's Secretary of State Thierry Mariani. The meeting focused on successful development of Azerbaijan-France relations in various fields. President of Azerbaijan said French companies enjoy successful cooperation with Azerbaijan in various spheres. The President underlined there are good opportunities for cooperation in the transport sector.

Azerbaijani President inaugurated planting stock in Gobustan
President of Azerbaijan Ilham Aliyev on September 13 inaugurated the Gobustan planting stock in the frame of his visit to this region. The Head of State was informed that usually the decorative trees and bushes were brought from abroad. The plant stock created in Gobustan will be useful from this point of view. The area has been equipped with necessary conditions for rehabilitation of plants here. A separate automated water pipeline was built to supply the plant stock with fresh water. A four-storeyed ecological-health center and an administrative building are under construction now. Comfortable internal roads have been covered with asphalt. Currently, there are over 20 thousand trees and decorative bushes in the area of plant stock. The President inspected the area, where special arboretum, zoological and sports circles will be created in the years to come. As stated, the plant stock to operate as the "Gobustan Bag-Bagat" Center in future employs 53 people. The specially erected Kyrgyz yurts will allow the visitors to have a rest here.
The Head of State expressed consent with the works done here and gave certain recommendation
ADB assesses road and power projects in Azerbaijan
Transport and Power Missions of Asia Development Bank (ADB) visits Azerbaijan on Sept. 13 to 22. Transport Mission led by Reddy Bathula, Senior Transport Specialist at ADB, visits Azerbaijan to review the overall status of Gazakh-Georgian border road, completed in 2010.
The Mission will review this project from the perspective of ADB's policies, processes and standards of completion for each component. The Mission will also assess the current state of the ongoing ADB-funded Masalli-Astara road project. During stay in Azerbaijan, the Transport Mission will meet with Azerbaijani government officials, representatives of the Ministry of Transport, Ministry of Finance, "Azeryolservis" JSC, project executing agencies, and contractors.
Baku Metro switches to new working schedule

Baku Metro switched to autumn and winter working schedule which provides for the reduction of the interval of trains from current 3.5 minutes to 2.5 minutes.

Azerbaijani President views granary complex in Gobustan
Azerbaijani President Ilham Aliyev has viewed the modern granary complex during his visit to Gobustan region today. The President viewed the scheme of the complex. He was informed about the work of the granaries. President Aliyev appreciated the work done here. He made recommendations and instructions.
Azerbaijan, Russia to resume talks on mutual protection of investments
The Russian government submitted a new version of the inter-governmental agreement to Azerbaijan "On promotion and reciprocal protection of investments". Russia has made significant changes to the draft agreement. Today, the country's respective ministries and departments are working on this. "The new version reflects Russia's entirely new approach and only 20-30 percent is kept from the earlier version." Russia's trade representative in Azerbaijan Yuri Shedrin believes that Azerbaijan and Russia continue to disagree on the draft agreement titled "On promotion and reciprocal protection of investments."
CBA agrees on cooperation with SBFIC
The Azerbaijani Central Bank (CBA) has reached an agreement on cooperation with Germany's Savings Banks Foundation for International Cooperation (SBFIC).

Market-making institution created in Azerbaijan
The Baku Stock Exchange (BSE) is ready to receive proposals for the establishment of market-making companies in Azerbaijan, BSE Chairman Khayal Abdinov said. "We carry out separate work on market-making in the country, develop regulations, and prepare the IT-system," Abdinov said. He said that the exchange will be ready to run this institution once applications have been received. "We are waiting for proposals from market participants," he said. Plans to hold measures to promote institutional market-making activities and creating an appropriate legal and regulatory framework are set for 2013-2015. These activities are provided under the State Securities Market Development Program in Azerbaijan in 2011-2020.
President Ilham Aliyev inaugurates Ministry of Taxes' Training Center in Shamakh
President Ilham Aliyev has today opened a new Training Center of Azerbaijan`s Ministry of Taxes in Shamakhy. The President was warmly welcomed by staff of the center. Azerbaijan`s Minister of Taxes Fazil Mammadov informed the Head of State about tax reforms carried out in the country in recent years. President Ilham Aliyev cut a ribbon symbolizing the opening of the Center, and then toured it. The President was told the building of the facility started in 2008. The Center occupies a total area of 2.5 hectares. The complex of the facility includes a 3-storied training building, 2-storied administrative building, hostels, four 2-storied guest houses, conference hall, sports and health complex and cafe. Photo stands featuring life and activity of national leader Heydar Aliyev and reflecting care and attention of President Ilham Aliyev to development of tax system in the country were installed in the center. The Head of State saw a video taped congratulation of President of the Intra-European Organization of Tax Administrations Svein Ragnar Kristensen on the opening of the facility.
After viewing the center, President Ilham Aliyev met staff of the facility and wished them successes. The Head of State and the center staffers posed for photographs.
Azerbaijan attended meeting of International Social Security Association
Istanbul hosted a meeting of the International Social Security Association (ISSA). The meeting was also attended by the Azerbaijani delegation headed by the chairman of the State Social Protection Fund (State Fund), Salim Muslimov. The meeting discussed the results of workshops held in Stockholm and in Baku in April and June within, changes to the working plan for 2011-2013.

Russian producer of information security systems - Kaspersky Laboratory - provides favorable conditions for schools in Azerbaijan during the installation of antivirus solutions.
27 million manat preferential loans were provided to entrepreneurs of Baku settlements
The National Fund for Entrepreneurship Development (NFED) under the Ministry of Economic Development (MED) of Azerbaijan has provided 2.36 million manat preferential loans to 19 entrepreneurs in Pirallahi settlement of Baku's Khazar district. This will facilitate opening of 70 new jobs. The event was held Pirallahi with participation of about 250 entrepreneurs.

Ministry of Labor and Social Protection of Azerbaijan introduced e-services for citizens
Ministry of Labour and Social Protection of Azerbaijan has introduced e-services through its own portal. Currently the Ministry's website makes available services such as on-line appeal of citizens, citizens' e-registration and other services.
Azerbaijan ranks 53rd for average ICT service price worldwide
Azerbaijan rose by nine positions from 83rd to 74th place in the Information and Communication. Technology (ICT) Statistics of the International Telecommunications Union (ITU), says Measuring the Information Society 2011 report published on the website of the ITU. Azerbaijan also ranked the 53rd in the world for the average price of the ICT services amongst the 152 countries worldwide. According to ITU, the average price of ICT services in Azerbaijan totaled 1.8 percent of GDP per capita. Price of ICT services in Azerbaijan in 2010 decreased significantly compared with 2008, when it totaled 9.9 percent of GDP per capita.
President Ilham Aliyev: Good conditions created for developing Azerbaijan -Montenegro bilateral cooperation
Following a ceremony of signing of the Azerbaijan-Montenegro documents, Presidents Ilham Aliyev and Filip Vujanovic have made statements for the media outlets. President Ilham Aliyev once again welcomed his Montenegrin counterpart, adding Azerbaijan attaches great importance to this trip because it is the first official visit in the history of bilateral relations. "Our political relations are developing. We have no problems in the political field. Both countries have big interest and desire for development of ties," President Ilham Aliyev said. The Azerbaijani leader underlined strengthening economic relations would be in the center of attention. The Head of State underscored good conditions had been created for developing bilateral cooperation. President Ilham Aliyev stressed the two countries were interested in cooperation in the fields of energy and transport.

Azerbaijan Accounting Chamber proposes to eliminate contradictions in legislation
Azerbaijan Accounting Chamber submitted to the Cabinet of Ministers 17 suggestions for changes to existing legislation. These proposals are aimed at improving legislation, eliminating the existing contradictions and cover education, health, investment, social sectors.

Azerbaijan Accounting Chamber began checking electricity operator in Azerbaijan
Azerbaijan Accounting Chamber began audit at Azerenerji JSC (production and distribution of electricity in Azerbaijan). The audit will be carried out over several investment projects, including on the construction of modular stations.
