A special commission which has been created by the Georgian government to respond to the needs of residents of villages surrounding the breakaway regions has started work.

Representatives of several agencies will participate in the commission's work. The Ministry of Regional Development and Infrastructure and the Office of the State Minister for Reintegration will manage the commission's activity.

"At the governmental meeting it was decided to create a commission that will study the concrete needs of population living at the border line and will work out ways of relevant response. One of the stages of the research looking into the needs was carried out by an interagency working group set up by a government decision on May 30 and that data is already available," State Minister for Reintegration Paata Zakareishvili said.

According to him, the analysis of this data showed it is necessary to create a temporary special commission.

The issues of establishing a water supply, restoration of intra-rural roads and other issues will be settled within the commission's work.

Large scale military action was launched in South Ossetia on August 8, 2008. Later, Russian troops occupied Tskhinvali and expelled the Georgian military.

Russia recognised the independence of South Ossetia and Abkhazia in late August. In response, Tbilisi ended diplomatic relations with Moscow and has called the two unrecognised republics of Abkhazia and South Ossetia occupied territories.
