Yahya Rabah was leaving a restaurant in Gaza City when unidentified men approached him and beat him with bats, his relatives said.
Hamas spokesman Sami Abu Zuhri condemned the attack in a statement but said he was surprised at attempts to implicate Hamas in the incident.
Abu Zuhri called on police to investigate the assault.
Rabah is being treated at Al-Quds Hospital west of Gaza City where his condition is stable, relatives say.
Rabah is a member of Fatah's higher leadership committee in the enclave, a writer and political analyst.
Fatah's mobilization and recruitment commission condemned the attack and described it as cowardly. In a statement, the movement called on its leaders and members to use self-restraint.
