The European Union's stalled reform pact, the Lisbon Treaty, cleared Wednesday the first hurdle in the Czech Republic's parliament, at a time when the country chairs the 27-member bloc, dpa reported.

The Czech parliament's lower house approved the pact after repeated delays in a 125-61 vote, which required a so-called constitutional majority of 120 in the 200-seat chamber.
