The incident with the Russian Su-24 warplane shot down by the Turkish Air Force over the territory of Syria, is a provocation aimed at preventing the creation of a broad international coalition against terrorism, Valentina Matviyenko, the speaker of Russia's Federation Council, told reporters Nov. 25, RIA Novosti reported.
"There was a preparation to commit a provocation," Matviyenko said.
