The European Union and Turkey at a meeting in Brussels on Sunday approved a joint plan to combat migration flow to the bloc, under which the EU member states will allocate 3 billion euros ($3.2 billion) to Turkey and boost negotiations on its membership in the bloc, President of the European Council Donald Tusk told reporters.

"Our agreement sets out a clear plan for the timely reestablishment of order at our shared frontier. We will also step up our assistance to Syrian refugees in Turkey through a new refugee facility of 3 billion euros," Tusk said at a press conference with Turkish Prime Minister Ahmet Davutoglu.
