Another discussion over the Tbilisi budget for 2014 at an extraordinary meeting of the city's Sakrebulo was inconclusive. The project failed with 17 MPs voted for the motion and 22 against.
The meeting began at 17:00, on Feb.12. Before the meeting, the deputy chairman of the Sakrebulo, Jaba Samushia called on his colleagues to withhold support for the project presented by the City Hall.
There is in fact a diarchy in Tbilisi. The self-governing body, Sakrebulo (city council) is now under the control of the ruling Georgian Dream coalition, while the government of Tbilisi and the City Hall is under the control of the former government, United National Movement.
If the Tbilisi budget is not adopted until March, then a federal government will be established in the capital.
