Azerbaijan's proposal to develop international legal mechanisms that do not allow the application for positions on the geostationary satellites for the "paper satellites" (not running on the derived orbit), was put forward for discussion by the World Radiocommunication Conference in 2012, State Administration of Radio Frequency Azerbaijan (WTP) told Trend.

The World Radiocommunication Conference of the International Telecommunication Union (ITU) was held from January 22 to February 17 in Geneva.

The practice of "paper satellites" in the development of the orbits of geostationary satellites inhibits the process of effective and efficient use of orbit and violates the principle of equal access to it, WTP said.

Applications of some member countries for the orbital position and are not using of it as intended in the future means the abuse of right. The work of the whole system of ITU is slowing down in the result of such action, as each application requires careful consideration and treatment.

ITU Study Groups were requested to consider the simplification of the coordination of satellite communication systems and frequency resources.
As a country, which appealed to the ITU for coordination of orbital positions, Azerbaijan is interested in the fact that the procedural rules in this regard have been simplified and implemented in a short period of time.

The meeting participants also discussed the issues of rational use of frequency resources and coordinate systems, satellite communication, navigation, television, etc.
The conference adopted a Final Act, signed by 163 countries, including Azerbaijan.
