PACE should take actions to prevent the drug cultivation and trafficking in the Armenian- occupied territories of Azerbaijan, a member of the Azerbaijani delegation to the Assembly, Rafael Huseynov said in his question the Chairman of the CoE Committee of Ministers, Foreign Minister of Ukraine Konstantin Grishchenko.

"According to official information received from sources in Armenia, drug trafficking has increased two times over the recent period and although registered drug addicts total 1,717 people in Armenia, according to international organizations, their number has reached 4,000. That is, every 300th resident of Armenia is drug addict," said Huseynov.

According to him, one of the main sources of this distress is growing and organization of unhindered drug trafficking in the Armenian-occupied territories of Azerbaijan.

"What steps can the Committee of Ministers take to stop these processes, which impose a threat to the South Caucasus and as a whole to Europe?" said Huseynov.

According to Grishchenko, this issue is considered constantly.

"At the moment we are not prepared to give a complete answer to this question related to this sensitive issue. This is a very important issue and should be discussed by the Committee of Ministers and as a result of these discussions and investigations, an appropriate response shall be prepared," said Grishchenko.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. - are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
