Russia not recognizing “referendum” in Karabakh

Russia does not think peaceful settlement of the Nagorno-Karabakh conflict can depend on holding the planned "constitutional referendum", TASS news agency reported citing a message from the Department of Information and Press of the Russian Foreign Ministry.
“We do not recognize Nagorno-Karabakh as an independent state,” the department said.
“We proceed from the fact that its status must be determined through political negotiations as part of the Minsk process. Along with this, we do not believe that peaceful settlement could depend on holding the “constitutional referendum.”
