The Ukrainian Foreign Ministry said there are no grounds to deliver new combat ships to the Russian Black Sea Fleet in the country.
"There are no grounds to deliver new combat ships to the Black Sea Fleet in Ukraine," Foreign Ministry First Territorial Department Director Leonid Osavolyuk said.
Osavolyuk added that an official of the Russian navy said a new submarine will be delivered from the North Fleet to Sevastopol in 2009.
Under signed bilateral contracts and basic agreements, such rearmament can only be implemented after receiving Ukraine's consent, Osavolyuk said.
"Russia does not have the right to independently and unilaterally substitute or supplement this section of the Black Sea Fleet with any ships or other kind of armament," he said.
Ukraine is prepared to review the issue of substituting the Russian Black Sea Fleet's armament in Ukraine only under two conditions - if a special agreement and bilateral contract are signed on the Russian Black Sea Fleet's actions in crisis situations, Osavolyuk said.
Osavolyuk noted that Kiev submitted drafts of these agreements to Moscow. Ukraine has yet to hear any reaction from Russia, he said.
