Azerbaijani Prosecutor Agencies bring criminal actions against 15 municipalities in 2008: Deputy Justice Minister

In 2008, the Prosecutor Agencies brought criminal actions against 15 municipalities in Azerbaijan, Deputy Justice Minister Vilayat Zahirov said. The Ministry holds a meeting dedicated to the results of municipaloties in 2008.

The criminal actions were brought against municipalities of Khazar in Nefchala region, Liman in Lankaran region, Dagli in Guba region, Khangarvand in Goranboy region, Tayifli in Oguz region, Ucoglan in Agdam region, Gasimbayli in Barda region, Gomur in Guba region and others.

Under the current legislation, annually municipalities must deliver a report on activity to the Parliament.

Municipalities are accused of abuse of power and carelessness.

In 2008, the decision on illegal sale of 289 hectares of land to individuals, illegal rent of 5,703 hectares and illegal use of 98 hectares of land was cancelled by municipalities and courts on the basis of the Justice Ministry's appeal.

An illegal sale of 6,090 hectares of land was prevented.

Protocols on administrative infringement were developed against 421 chairmen of municipalities. The protocols were submitted to courts for consideration.

Zahirov said that 294 chairmen of municipalities were made answerable due to untimely representing of municipal acts to agencies that control the activity of municipalities (Article 326-1.2 of the Criminal Code of the Azerbaijan Republic).

Nine chairmen of municipalities were made answerable due to attempts to hinder to hold administrative control.
