Astana raises issue on double citizenship of Kazakh and Turkish citizens

MP of Majilis Tanirbergen Berdoganov applied to foreign minister Marat Tazhin concerning double citizenship at the plenary meeting in Astana on May 13.

"Presently, there are cases when Kazakh citizens get citizenship of Turkey remaining citizens of Kazakhstan," Berdoganov said. MP said that double citizenship is allowed according to the constitution of Turkey but it is forbidden according to the article 10 of the constitution of Kazakhstan.

"Some questions occur when a child which parents are Kazakh citizens born. Turkish maternity hospitals can give 2-3 references on child birth. When a Kazakh citizen married with a Turkish citizen submit an application on registration of child birth, consul department lacks an opportunity to control getting of birth certificate registered by Turkish marriage agencies," he said.  

In case of divorce a mother being a citizen of Kazakhstan will not be able to carry a child of the country as ex-husband being a citizen of Turkey can apply to competent agencies to forbid her leaving Turkey. But the child will have Turkish citizenship.
   

Berdoganov reminded that this issue had been discussed by both sides, including consultations between Kazakhstan and Turkey in March 2009. As a result of consultations it was stressed that Kazakhstan will design and submit project of the agreement to Turkey for coordination. 

"There are some questions. What actions have been made to regulate double citizenship between our countries? What Kazakhstan and Turkey suggest protecting rights of our citizens? When will bilateral agreement be signed?" MP said.
