Collective rapid-reaction forces can be applied, when state needs real help: CSTO secretary general

The collective rapid-reaction forces (CRRF) may be applied, if the state needs real help, Collective Security Treaty Organization (CSTO) Secretary General Nikolai Bordyuzha believes.

"There is another important point that the CRRF can be applied, if the state needs real help," Bordyuzha said in an interview with the Kommersant newspaper.

He said the draft agreement on the CRRF writes: "It is applied at the request of the state".

The decision to create the CRRF was passed at an extraordinary session of the CSTO in February, 2009. It is planned to include the special forces of the special units of internal affairs bodies and the police, security agencies and special services, as well as authorized agencies in the field of prevention and emergency response in its composition.

The CRRF will be used to localize armed and border conflicts, prevent terrorist attacks, conduct operations against drug trafficking, Bordyuzha said. "But again, in cases where national forces are experiencing difficulties," he said.

In February, the presidents decided to set up the CRRF and gave the Secretariat and the CSTO Joint Staff the time by June to develop the draft regulations, the secretary general said. He added there is a draft agreement on the establishment of the CRRF, which defines the status, procedure of formation and activities of these forces when they move to another territory. "The draft agreement which we will submit to the presidents comprises two applications - the provision of command, which must be multi-ethnic, and position on the use of force," Bordyuzha said.

Bordyuzha said at present the Collective Security Treaty Organization has proposals from each state about formation of the CRRF.

"Each state has submitted a proposal which includes any brigade of special services in the CRRF," he said.

The CRRF office will be formed by the command led by the commander when training and holding operations upon the decision of the Council of Collective Security (CSC), the Secretary General said.

"It will be located in Moscow, but the command will be enhanced through the specialists needed for a specific operation in a particular region," he said.

A decision on the use of the CRRF is fulfilled by the SCS, Bordyuzha said. "How it will be - whether the president will agree on the phone during a brief meeting, - depends on the circumstances," he added.
