The OSCE conference that took place in Vienna on June 23-24 focused on a new architecture of security, early warning, conflict prevention, crisis management and other important security problems in the OSCE area. Georgian delegation led by Deputy Foreign Minister Alexander Nalbandov attended the conference, the Georgia foreign ministry said.
The opening of the conference and session on conflict focused on the situation that appeared after the Georgian-Russian war in August 2008. The vast majority of representatives emphasized the territorial integrity and sovereignty of Georgia, need for Russia to implement the ceasefire agreement of August 12, 2008 and condemned Russia's recognition of the so-called the independence of Abkhazia and the Tskhinvali region.
Georgia clarified its position on all issues under consideration. Along with reviewing the current situation and challenges in terms of conflict resolution, Georgian delegation presented its vision of what changes are needed within the organization, the mechanisms that prevent conflicts and respond to work more efficiently. In his speech the Georgian delegation asked a number of questions to Russian Foreign Minister Sergey Lavrov. The foreign minister left some question unanswered.
With regard to the Russian proposals for new security architecture, it was noted that they unreasonably put special emphasis on military aspect. The conference participants stressed that no matter what model of security architecture has been proposed in the future, strengthening of security in the OSCE would be impossible by refusing existing mechanisms and commitments. It was noted that OSCE is the appropriate forum which should consider proposals for new security architecture.
At the conference Georgian delegation focused on the difficult situation in the North Caucasus, which led to the apparent irritation of Russian. It should be noted that the annual review conference of the OSCE security architecture is a natural place to deal with such problems, so the reaction of Russia against the background of volatile situation created in the North Caucasian republics has caused some surprise of the conference participant, the foreign ministry said.
