The Georgian Foreign Ministry considered Russian President Dmitriy Medvedyev's legislative initiative on amendments to the law on defense as legitimizing the use of Russian armed forces outside the country.
The legislative initiative in Medvedyev's statement is directly related to the Russian-Georgian war of August 2008. The statement emphasized the need for better training of the armed forces for such incidents, the ministry said.
The bill provides use of Russian armed forces outside the country in compliance with international law.
"We remind the Russian Federation, that the UN Charter restricts the countries to use their armed forces outside its borders. The Charter provides exceptions, including, the right of States to individual / collective defense, military operations on the basis of a permit / authority of the UN or frank invitation / consent of a third state of the troops on its territory, the ministry said. The commissioning of Russian troops on the territory of a third State, with the exception of the listed cases was a violation of international norms and aggression against a third State, the ministry added.
