Azerbaijani opposition movement thinks it impossible to participate in municipal elections as a block.

About 30,000-40,000 manat will be required. We do not have these funds, chairman of Azerbaijani Democratic Party represented in Movement for Karabakh and Republic, Sardar Jalaloglu, told Trend on October 8.

"It is necessary to have common decision of each party and organization of the block for a candidate for elections. Moreover, all certifications and charters of each party must be certified by notary.

Azerbaijani municipal elections will be held on December 23. About 15,682 municipal members are planned to be elected for 1,718 municipalities.

Municipal elections were held twice in 1999 and 2004.

Jalaloglu said that they have not received positive answer concerning simplification of this procedure as a result of their appeal to the Central Electoral Commission. "I think that participation at elections in the form of block is very serious problem. So, we try for members of all parties represented in the movement to participate at elections individually," chairman of the party.

He said that the movement will not be able to conduct election campaign properly due to participation of candidates at elections individually. I think that only representatives of ruling New Azerbaijan party will achieve success at municipal elections within these terms. We will allow members of our movement to nominate their candidatures easily," Jalaloglu said.

Movement for Karabakh and Republic was founded on the eve of the referendum due to additions and changes made to the constitution held on March 18, 2009.   

The movement is represented by People's Front party, the Citizens and Development party, Liberal party, Musavat party, Umid Party, Azerbaijani Democratic Party.
