The Azerbaijani Central Election Commission (CEC) Chairman Mazahir Panahov announced the requirements for candidates in connection with meetings with voters.

"During agitation campaign for the parliamentary elections, meetings with voters may be conducted only at predetermined locations," Panahov said at a meeting on Thursday.

Panahov said persons appealing to the CEC about the obstacles in conducting meetings with voters must produce specific facts.

"The appeals without any facts resemble the anonymous letter," Panahov said.

"Members of constituencies should take part in these meetings to prevent voicing of thoughts counteracting the election legislation," Panahov said.

Elections to the Azerbaijani parliament are scheduled for Nov. 7. According to a list submitted to the Central Election Commission, the number of voters constantly living in the country is about 5 million people.

Previous legislative elections were held in November 2005. Parliamentary elections in Azerbaijan are held by the majority system in 125 electoral constituencies.
