Top official: Participation in elections is major term for parties desiring to get state financing in Azerbaijan

The participation in the elections is listed as one of the basic principles in a model of financing the political parties by the state and Azerbaijan submitted it to the Venice Commission, Azerbaijani Presidential Administration Social and Political Department Chief Ali Hasanov told press on Thursday.

But there are several variants of distributing the funds among the parties participating in the elections. These variants will be announced after the project is discussed in the Venice Commission, he added.

"The next plenary session of the Venice Commission will be held on Oct. 14 - 15," he said. "Today, head of of legislation and legal expertise department of the Presidential Administration Shahin Aliyev and me will leave for Strasbourg to discuss the new bill on "Political parties."

He said the bill on Political parties has been submitted to the Venice Commission.
"Perhaps, the bill will be discussed for 3-4 days, taking into account the conclusions and submitted to the parliament. We think that it is very important. At present, Azerbaijan is able to finance political parties. Political parties are key institutions of social life. They participate in shaping the power and state management. Therefore, we assume that it is time to save these institutions from internal and external dependence. Using these capabilities, the state can finance political parties. In turn, they must undertake the obligations to Azerbaijan in accordance with financing."

He said the different variants of financing the political parties are used in the world.
"A model that takes into account the participation of parties in the elections is most commonly used," he said. "Some countries determine the amount of financing the parties in accordance with the number of members in the parliament, other countries - with the number of votes cast for the party in the various elections. In general, financing political parties in 95 - 98 percent of countries is connected with the participation in elections. Those, who do not participate in the elections, will not be financed by the state."

He said additional variants will be proposed while discussing the bill in the Azerbaijani Parliament.

"In any case, we will act for the parties actually involved in the society and state and serving the interests of Azerbaijani people to be presented for financing," he said.
