United States welcomes National Action Program to improve protection of human rights in Azerbaijan signed by President Ilham Aliyev in December of last year, USA Charge d'Affaires in Azerbaijan Adam Sterling said on Wednesday during the discussion of the U.S. State Department Report on Human Rights in Azerbaijan with the human rights organizations, civil society and government of Azerbaijan.

"We applaud the spirit of this action plan and urge its effective implementation. It is hard to believe that 2012 is already half way over. Looking at this year so far, some progress has been made, but there is more work to be done," Sterling said.

He also welcomed approve of several opposition-organized protests early this spring by Baku authorities.

Sterling also welcomes the recent meeting between the Presidential Administration and representatives of civil society.

"We hope this is only the start of a continuous and constructive dialogue," he said.

Sterling also said there were some moments of concern, and stressed the importance of a just solution to these issues in the framework of constitutional norms and international commitments of Azerbaijan.
