Kazakhstan must improve the position in the WB rating 'Doing Business' on the index for obtaining construction permits, Kazakh president Nursultan Nazarbayev said at a meeting of the Entrepreneurs Council.

"Aspects of regulation and permanent reduction of the permit system is important," President Nazarbayev said. For example it is necessary to obtain 32 permissions to deal with the construction business in Kazakhstan against six in Hong Kong. But six and 32 have a difference."

"Does this affect the quality of construction? "The president asked. "No. Does this complicate the construction? Of course. People appeal to the presidential administration. Letters of complaints about the quality of new housing construction are received. What is the purpose of all these organisations?"

Nazarbayev said that real estate investors are appearing in Astana and the state should be responsible for them because of the increased property prices.

"Therefore, Kazakhstan ranks 150 out of 185 countries in the WB rating on the index for obtaining permits for construction," he said. "We must consider this issue and improve the figures."
