BAKU, Azerbaijan, August 19. Azerbaijan remains open to negotiations with Armenia, Azerbaijani Foreign Minister Jeyhun Bayramov told Russian media, Trend reports.

While Azerbaijan wants to normalize relations with Armenia, Bayramov stressed that Armenia must address its long-standing and irrational demands before that can happen. Statements and declarations are not enough to settle these challenges, he emphasized; legally binding agreements are required.

“We are amenable to engaging in negotiations with Armenia. We have consistently been amenable to utilizing a variety of platforms and employing a direct bilateral format for this purpose. We have always been amenable to Russia as a platform and are prepared to participate. Nevertheless, the Armenian party has recently declined to participate,” the foreign minister noted.

He emphasized that the primary concern for Azerbaijan is Armenia's complete rejection of territorial claims against Azerbaijan, and that the peace treaty must effectively eradicate all potential risks and the possibility of revisiting this issue.

“It is no secret that Armenia’s fundamental documents still contain territorial claims against Azerbaijan, which is unacceptable and remains the main obstacle to finalizing the peace treaty,” Bayramov added.

The foreign minister also recognized the role of Russian President Vladimir Putin in the facilitation of agreements to resolve the Azerbaijan-Armenia conflict in 2020.
