Holding of the by-elections with half-formed composition of the Central Election Committee (CEC) is wrong. Formation of constituency committees without inclusion of some oppositionists to the composition of CEC also impedes participation in the by-elections, Sabir Rustamkhanly, the chairman of the Civil Solidarity Party, told Trend.

He noted that the composition of CEC was due to be formed fully till the by-elections. According to Rustamkhanly, holding of the by-elections by the half-formed committees is also illegal. In his opinion, taking into consideration victory of any party in the by-elections, only one vacant seat may be left in the composition of CEC. 4 vacant seats means halved CEC and contradicts to the law.

Rustamkhanly also stressed that the Civil Solidarity Party dispatched its representative to CEC, but the issue was not considered at the seating and putt off till the post-elections period.
