Azerbaijan, Kazakhstan can independently finance bilateral projects within SPECA Minister of Economic Development

The session of Board with Un Special Program for Economy of Central Asia (SPECA) is held at the heist level and SPECA economic forum has given good results, Trendreports quoting Heydar Babayev, Minister of Economic Development. Absence of Turkmenistan and Uzbekistan, he said, may reduce SPECA influence and role in regional cooperation.

В"If we want SPECA to turn into a normal organization, all member-countries shall participate at the session at least in person of national coordinators. We think adding separate initiatives, like infrastructure or trade, SPECAs work will complicate greatlyВ", - minister said.

He also said United Nations are not financially participating in SPECA but just provide a support. Participation of donors (ADB, WB, IMF) in the session evidences the possibility of their involvement in projects implemented within the program. Projects in Azerbaijan or Kazakhstan, he added, do not require outside financing at all.
