On 15 September Azerbaijan President Ilham Aliyev participated in the opening of a new secondary school in Zabrat Village of Sabunchi District on the outskirts of Baku, Trend reports. In his address, the Head of State noted that a resolution on the opening of this school, the foundation of which was laid in April 2006, was taken at a meeting dedicated to the development of a program to develop Baku.
The President also noted that while the program to develop regions in the country was successfully implemented, problems in Baku and its villages has been neglected. It was resolved to adopt a special program for the development of Baku and its villages. This has been successfully implemented and the construction and opening of this school is testimony of that success. Aliyev remarked.
In 2007-2008 it is planned to equip all Azerbaijan schools with computers and internet access.
In addition, today the President became acquainted with the Treatment Diagnostic Center in Zabrat settlement and Ankara Lyceum (former school No. 77) in the Narimanov District of Baku City.

Azerbaijani President Ilham Aliyev stated to the 5th conference of the Organization of Islamic Conference (OIC) Tourism Ministers that opened in Baku on 11 September that some forces want to relate Islam with terror. Today it is the 11th of September. 5 years ago the world saw a horrible terror attack, which killed a number of innocent people. The Islamic world condemned the fact. We ought to unite al efforts for struggle with terror. The terror should not be prevented by oneself, the Azerbaijani President stressed.
The head of state put a special accent on the Armenian-Azerbaijani conflict Nagorno-Karabakh, which he regarded as the most painful problem in the region.
Unfortunately, it has not been resolved yet. 20% of the Azerbaijani territory is under occupation, whereas as a result of ethnic cleansing by Armenia over 1 million Azerbaijanis have become refugees and internally displaced people. It is a great humanitarian catastrophe, Aliyev stressed.
Mr Aliyev underlined that despite the resolutions adopted by the international organizations in this respect, it still remains unsettled. Moreover, Azerbaijan suffered from the Armenian terror attacks which resulted in death of numerous people.
Armenian-Azerbaijani Conflict
Tahir Tagizade, the Chief of Press & Information at the Azerbaijani Foreign Ministry, told Trend that the next round of consultations between the Foreign Ministers of Armenia and Azerbaijan will be held in New York on 25 or 26 September under the 61st session of the UN General Assembly. He was commenting on the London talks involving Azerbaijan Foreign Minister Elmar Mammadyarov with the OSCE Minsk Group Co-chairs.
The talks were intense and time-consuming and finally concluded at 17.00 [London time]. Tagizade said.
Discussions on targets and its progress in the peace process were achieved.
Tagizade said that the subject of delayed conflicts in the areas of GUAM (a regional organization consisting of Georgia, Ukraine, Azerbaijan and Moldova) has been included in the Agenda of the 61st session of the UN General Assembly.
Representatives of GUAM put forward the appeal in New York on 13 September 2006, to include the said item into the agenda of the 61st session of the UN General Assembly, despite the General Committee of the Assembly having recently rejected the appeal. Sixteen countries, including Estonia, Latvia, Turkey, UK and the United States supported the inclusion of the item. Fifteen countries, including Russia, Algeria, Armenia, Greece, Indonesia and South Africa voted against, 65 countries declined to vote and 96 countries were absent.
GUAM countries insisted that the issue be considered at the UN General Assembly, stating that the international mediation in the resolution of the Nagorno-Karabakh, the Georgian-Abkhaz, the Georgian-South Osetian and Pre-Dniester conflicts yielded no results.
The inclusion of the Nagorno-Karabakh conflict on the agenda of the Session of the U.N. Assembly General to be held in New York is a great achievement for Azerbaijan, the Head of the International Relations Department of the Azerbaijani President's Executive Office Novruz Mammadov told, Trend reports.
We utilized our authority as well as the support of our partners in this issue, he said. The United States, Great Britain and other countries contributed to the decision. The key support for Azerbaijan was provided by GUAM member-countries (Georgia, Ukraine, Azerbaijan and Moldova).
Several Countries, including Russia and Armenia, voted against inclusion of this issue in the Agenda. Islamic countries have been amongst those which is a big disappointment to us. Mammadov stressed.
Touching upon the statement made by Armenia that Azerbaijan used the framework of OSCE to achieve its goal, Mammadov emphasized that such a statement causes disruption to the negotiations process.
Armenia cannot blackmail Azerbaijan with such statements. In due course they will understand that they must release the Azerbaijani territories, he underlined.
Reflecting on the possible meeting of the Azerbaijan and Armenian Presidents, Mammadov spelled out this may be possible only after the meeting of the Foreign Ministers of the two countries.
In any cases, Azerbaijan would like the problem to move forward. Azerbaijan is keen to restore its territorial integrity through talks and peace and to repatriate internally displaced persons to their native lands, Mammadov concluded.
Bangladesh condemns Armenian aggression toward Azerbaijan, and advocates against Azerbaijan`s historic territories occupation, Bangladesh`s Tourism Minister Mirza Fakhrul Д°slam Alamgir told journalists today, Trend reports.
According to him, Bangladesh has always backed Azerbaijan in this issue, and supported Azerbaijan`s position in all international organizations. The Bangladesh`s Minister pointed out that he will fully support corresponding items concerning this issue including the resulting document of the Baku Conference of the Organization for Islamic Conference (OIC) member-states` Tourism Ministers to be adopted today.
We have not backed any aggressive and terror policy against any Islamic state, stated the Minister.
The introduction of the issue Lingering Conflicts on the Territories of GUAm Member-States to 61st Session of UN General Assembly as a result of joint efforts of the GUAM member-states is likely to have an effect, Azerbaijan`s Milli Majlis (Parliament) Vice-Speaker Bahar Muradova exclusively told Trend.
On September 14, the issue Lingering Conflicts on GUAM Member-States Territories has been introduced to the agenda of 61st Session of UN General Assembly. On September 13, UN General Assembly General Committee declined the GUAM`s request. Totally 16 countries including Turkey, Estonia, Latvia, Lithuania, Great Britain, US, and others voted for the introduction of this item to the agenda, and 15 countries including Russia, Algeria, Greece, Indonesia, South Africa, Armenia, and others said no to it, with 65 countries abstaining. The delegations of 96 countries did not attend at all.

Touching upon the Nagorno-Karabakh conflict he noted that he sincerely believes that the two leaders, with the assistance of the CE and the international organizations, will continue discussions to find a final peaceful resolution, as our key objective is to render assistance and avoid further resistance with respect to solving the conflict between the two CE Under no circumstances, even if it is specified by the law and political defense expediency, should either CE member declare war. It will undoubtedly lead to serious discussions at the PACE and of course, a question on the expediency of membership at the CE.
The Organization of the Islamic Conference (OIC) will in the future support Azerbaijan in its fair fight, Secretary General of OIC Ekmeleddin Ihsanoglu told journalists on September 11 in Baku, Trend reports.
According to Secretary General, OIC has played an important role in the adoption of U.N. Resolution Situation on occupied Azerbaijani territories. He said that he forwarded a letter to the U.N. Secretary General on behalf of OIC, which reflected concerns of OIC about the situation on occupied Azerbaijani territories.
In the future, OIC will make all efforts to support the interests of Azerbaijan in this process, Secretary General concluded.
The chairman of Board of Muftis of Russia, Ravil Gaynutdin stated in Moscow that he has always come out for liberation of the occupied territory and full sovereignty of Azerbaijan, Trend reports.
According to Gaynutdin, Haji Allahshukur Pashazade, the chairman of the Caucasus Muslims Board, is not only an outstanding theologian, but also a diplomat. Working in his post he establishes diplomatic relationships and head of the Armenian Church Catholicos of Armenians. During the autumn`s session of OSCE Parliamentary Assembly, the official Baku will insist on coming of an expert group to investigate fires on the occupied territories of Azerbaijan by Armenia to the region, Bahar Muradova, Vice Speaker of the Milli Majlis (Azerbaijan`s Parliament), Head of the Azerbaijani delegation to OSCE Parliamentary Assembly told journalists, Trend reports referring to TV Channel Leader.
According to Ms. Muradova, OSCE Acting Chairman`s Special Envoy to the Region Andjey Kaspshik failed to give an appropriate estimation to the fires, as he is not an expert. Until real experts give their estimation to the fires, the international community will not believe that these fires were set out by Armenians, she added.

The International Bertelsmann Forum (IBF) is expected to be held in Berlin on September 22-24. According to Chief of the Presidential Administration's Foreign Policy Department Novruz Mammadov, Azerbaijan President Ilham Aliyev is about to take part at this arrangement.
Notably, the Forum envisages the participation of heads of some states and governments, ministries and intellectual people of countries neighbouring to Germany, as well as other European countries` officials.
The above-mentioned project is aimed at supporting the dialogue in Europe. Foreign Minister Elmar Mammadyarov met September 11 with President of the Balkan Political Club, former Bulgarian leader Zhelyu Zhelev
Z. Zhelev told of the Balkan Political Club and highlighted the significance of establishing this kind of organization in the South Caucasus as well.

Foreign Minister Elmar Mammadyarov met September 11 with Secretary General of the United Nations World Tourism Organization (UNWTO) Francesco Frangialli.
Mr. Mammadyarov described tourism industry as one of the main factors that accelerate the development of Azerbaijan's non-oil sector as well as strengthen the country's international position.

The newly appointed Ambassador of Azerbaijan to Pakistan Javid Kureyshi has arrived in Azerbaijan, Trend reports.
Prior to his appointment in Azerbaijan, Kureyshi was the Pakistani Ambassador to Denmark. He will replace Muhammad Khafizi, who completed his contract in Azerbaijan in July.

Azerbaijan ambassador to Austria Fuad Ismayilov, who was at the same time appointed Azerbaijan Ambassador to Slovakia, has presented credentials to Slovakian president Ivan Gashparovich, the press-centre of the Azerbaijan Foreign Office told Trend today.
During their meeting, the Azerbaijani diplomat said to Mr. Gashparovich salutary addresses of his Azerbaijani counterpart Ilham Aliyev.

The recently appointed representative of the Turkish Republic of North Cyprus (TRNC) Zeki Gazioglu arrived in Baku on September 11, Trend reports with reference to the Representation of TRNC in Azerbaijan.
It was stated that on September 12, the new representative of TRNC commenced in his new post. Gazioglu held a high post at the Foreign Ministry of TRNC. His deputy Erek Chagatay arrived in Baku on August 30.
The Representative of TRNC was opened in Azerbaijan on August 1, 2001. The first representative of TRNC in Azerbaijan was Mustafa Evran. He returned to his native Country in August this year.

Trio of the European Union (EU) intends to visit Azerbaijan on October 2-3 within the framework of the regional tour to South Caucasian countries, Azerbaijani ambassador to Benilyusk countries and European Union Arif Mammadov exclusively told Trend.

Azerbaijan Islamic Party (AIP) will hold its IV congress after changes and annexes to the law On political parties, the chairman of the party Haji Hajiaga Nuri told Trend.
The next congress of AIP had been scheduled for September. But the Organizational Committee decided to hold IV congress after changes and annexes to the law On political parties.
The chairman of AIP mentioned that it needs to await the new variant of the document. It doesn't need to hurry. We want to conduct the next congress on base of changes made to the document. It was stated that the document will be discussed at the fall session of Azerbaijani Parliament. Maybe the document is not adopted during this session, but it needs to await, Nuri stressed.
AIP was founded in August 1991 and registered by the Ministry of Justice in 1992.
The leader of Azerbaijan National Independence Party (ANIP) that is member of the International Democratic Union (IDU) Etibar Mammadov will attend the meeting of IDU scheduled for October, Mammadov told Trend.
He noted that International Democratic Union will hold two meetings in October of this year. One meeting will be conducted in Sydney and other one in London. Mammadov stressed that he will participate at one of the meetings. Yet I haven't decided at which meeting I will participate. We want tom discuss the problems of South Azerbaijan at the meeting of IDU. Therefore, we will try to include this issue in the agenda of the meeting, Mammadov stressed.

The request of the Party of National Independence of Azerbaijan concerning providing the party with headquarters, which was addressed to Azerbaijan President Ilham Aliyev has been considered in the Presidential Office, and then resent to the State Property Committee, Ayaz Rustamov, Chief of the party told Trend today.
He told that the appeal which was addressed to the Head of the Azerbaijani State, then was sent to Ali Hassanov, Chief of the Presidential Office`s Social and Political Department. Having getting acquainted with the request, Mr. Hassanov sent it to the State Property Committee for further consideration. According Mr. Rustamov, no reply has been received from the Committee.
As soon as we receive a reply from the State Property Committee, we shall take corresponding steps. But, still we keep patience, thinking that we shall be given a palce for our headquarters somewhere. Therefore, we have not plans to hold any protest actions in this repect yet, told the Chairman of the party.
Notably, for many years, the appeal of the opposition Party of National Independence of Azerbaijan (the first political party which was officially registered in the country) sent to the corresponding state bodies has not brought any result.
В"Azerbaijan`s opposition does not observe six principles of classic democratic movement, Sardar Jalaloghli, Deputy Chairman of Azerbaijan`s Democratic Party told Trend.
We do not observe six principles of classic democratic movement which were set by American sociologist Jinn Sharp. These principles were worked out as a result of the democratic struggle carried out by Mahatma Gandi and others, told Jalaloghli.
Mr. Jalaloghli told that it is theoretically impossible to peacefully reach power change in any country if not to follow these principles consequently. Answering the question whether the Azerbaijani opposition could put these principles into practice, Mr. Jalaloghli said that he thinks they have not been brought home to everybody in the Azerbaijan reality. The aims of some people under the name of opposition are not to peaceful struggle, but create a visibility of their carrying out this struggle. It is very difficult to apply classic methods in Azerbaijan, since there is no opposition in Azerbaijan which could build democratic struggle in a classic sense of the word, told. Mr. Jalaoghli.
According to the opposition MP, until the Azerbaijani opposition does not apply these methods, no one can hope on any struggle.
Chairman of the Democratic reforms Party of Azerbaijan Asim Mollazageh has met Emmy Shultz, Program Director of the National Democratic institute (NDI) Azerbaijan.
According to the press-service of the party, during the meeting, issues on cooperation between the party and NDI were discussed, Trend reports.
A decision to hold the party`s and NDI joint arrangements on the subject of the political education of the party was made during the meeting.
The Democratic Reforms Party, which declared liberal values, the democratization of Azerbaijan, and the integration to Europe among its priorities, was established in 2005. MP Asim Mollazadeh, a former member of the Azerbaijani delegation to the parliamentary Assembly to the Council of Europe is the Chairman of the party.
One of the founders and former Chairman of Youth Movement Dalga Ramin Hajili will continue his involvement within the Azerbaijan Democratic Reforms Party (DRP). He has already appealed to the Headquarters of the DRP for entering the ranks of the Party, and his appeal had been accepted, Trend reports with reference to the Press-Service of DRP.
According to the order of the Chairman of DRP, Hajili was appointed the Head of the Youth Organization of DRP.
Democratic Reforms Party differs with its attention towards young employees. One of the key tasks of this Party has been to take care of young people, encouraging them to gain deep scientific knowledge and to become qualified and to possess high moral qualities, Hajili told the Press Service of DRP.
He added that his activity in the Party will not thwart his future participation in the work of youth organizations of Azerbaijan and he will continue to offer assistance to the organizations of young people.
On 14 September the Youth Organization of the Democratic Reforms Party held a roundtable on Youth View at Education', as part of events Education Reforms'.
The party told Trend that attending the event were representatives of several youth organizations and youth organization of some political parties. Participants in the gathering voiced their position on the situation in the sphere of education. They put forwards proposals on the improvement of social status of teachers, increase of teaches' salaries with respect remove bribery in education system, offer necessary facilities for the improvement of education out of borders, students studying for teachers, etc.
They also noted the importance of provision of transparency in spending funds allocated for education and resolution of problem of textbooks.
It was resolved to inform the relevant bodies of proposals sounded at the event and result of an inquiry What innovations should be injected in education sector, which was held at the initiative of youth organization Dalga.

Defense minister of Azerbaijan, colonel-general Safar Abiyev on 15 September met with the visiting delegation led by USA Deputy Assistant Secretary of Defense Jim MacDougall
Minister Abiyev noted quick development of relations between two countries in all fields. Military cooperation of the sides is developing in the frame of the NATO's PfP Program, on the bilateral base. Azerbaijan appraises its relations with the United States and NATO as a component of common cooperation, he underlined.
