On September 28, Azerbaijan`s President Ilham Aliyev has accepted the participants of 4th Conference of Oncologists and Radiologists of CIS Member-States.
The Head of the Azerbaijani State underlined the importance of the holding of such an important arrangement in the country, and pointed out that that serves and will serve the expanding of relations in the humanitarian field. He marked Azerbaijan`s huge development in different fields, including the field of health protection and care, and told that over the recent year, 10 diagnostics centres have been constructed in the country.
Academic Mikhail Davydov, General Director of the Moscow Oncology Research Centre named after N. Blokhin pointed out the particular importance of Baku`s hosting the conference. He expressed his gratitude to the President for his support in the holding of the forum, and pointed out that Azerbaijan is the only country of CIS which has two academics on Oncology.
President Ilham Aliyev of Azerbaijan Republic on 27 September at Presidential Palace received the delegates of meeting of the heads of border departments' working group of the International Border Issues Conference (SIOFOK Conference).
President of Azerbaijan said the Conference is of great importance for the country and Azerbaijan attaches big significance to cooperation in the field of security. In the period when the world encounters terrorism and drug trafficking, protection of borders becomes more necessary, the President noted. And therefore, cooperation of the border services is very important for common safety. Head of the Azerbaijan State said the border of every country is gate for cooperation'. This gate is always to be open to friends and good-will people. Sometimes, these gates become potential threat source; therefore, only international safety measures can prevent such threats.
Azerbaijani President Ilham Aliyev received the Indian Ambassador to Azerbaijan, Chioti Swaroup Panden, in connection with the accomplishment of his tenure in Azerbaijan. The diplomat thanked for support rendered during the diplomatic mission in Azerbaijan.

By another order of the Head of the Azerbaijani State, Ibrahim Asgar oghli Mekhtiyev was appointed the Head of the Executive Power of Yasamal District of Baku City.
on September 25, Azerbaijan`s President Ilham Aliyev has issued an order on dismissal of Head of the Executive Power of Kalbajar District of Azerbaijan Sahib Akparov. By the President`s other order, Vidadi Maharram oghli Maharramov appointed to this post.
By another order, the Azerbaijani President has appointed Elman Idris oghli Mammadov the Rector of the Ganja State University.
On September 25, Azerbaijan`s President Ilham Aliyev has issued an edict on conferring honouraty titles to the persons who have great services in the scientific and cultural life of Ganja City, trend reports.
The honorary title Honoured Scientific Activist was granted to Aliyev Fuad Yusif oghli, the honourary title Honoured Art Activist was granted to Mammadov Alim Gaghraman oghli, Honoured Artist to Sharifov Sharif Haji oghli, Honoured Architect to Ibrahimov Mammad Husseyn oghli, and Honoured Culture Activist to Malikova Mina Mammadali gizi.
The President of Azerbaijan Ilham Aliyev signed an order on confirmation of the agreement regarding co-operation between Azerbaijan and Chelyabinsk oblast of Russia in the commercial-economical, scientific-technical and cultural spheres.
The agreement was signed on July 5 in Baku.
The Cabinet of Ministers of Azerbaijan was tasked, in co-operation with other appropriate state bodies, to take all necessary measures to implement the agreement. The Foreign Ministry of Azerbaijan was tasked to make aware the government of Chelyabinsk oblast of the implementation of all internal procedures for agreement's coming into force.
Today, on September 28, Azerbaijan`s President Ilham Aliyev has approved a plan of complex actions for 2006-2010 aimed at the improvement of the ecological situation in the country, Trend reports. The document points out that the recent rapid development of the Azerbaijani economy, including its extracting, processing industries, and construction sector has been accompanied by the growth of the anthropogenic influence on the environment.
With the aim to reduce the anthropogenic influence on the environment and fulfill complex measures to eliminate the existing ecological problems, the Azerbaijani President decided to approve the complex actions plan for 2006-2010 on improvement of the ecological situation in the country, and commissioned to the Cabinet of Ministers to provide the appraisal of the measures stipulated by this plan and determine the sources of financing.
Azerbaijan`s President Ilham Aliyev has sent a message to the participants of the 4th Session of CIS Oncologists and Radiologists which has opened today, Trend reports. The Azerbaijani President expressed his confidence that this session will make its important contribution to the medicine development in the country.
In his message, the Head of the Azerbaijani State said that the holding of the session in Baku is a result of the successful cooperation with Azerbaijan`s national Oncological Centre to keep the unite scientific space of CIS member-states.

On September 29, Azerbaijan`s President Ilham Aliyev has issued an order on strengthening the social protection of the employees of the State Prosecutor`s Office, a source in the press-service of the Presidential Administration told Trend.
The order fixes the level of the bonus for a special rank to the employees of the State Prosecutor`s Office of Azerbaijan Republic and the military men who are not officers of the Military Prosecutor`s Office at the rate of the sum corresponding to the wages of the military men of the Defense Ministry for their military ranks. And starting from December 1, 2006, it was commissioned to raise the official monthly salary of the employees of the State Prosecutor`s Office on average two times and a half more.
Starting from October 1, 2006, the official monthly salary of the military men of the Prosecutor`s Office who are not officers of the Military Prosecutor`s Office, and civil employees will be raised on average two and a half times more.
In the connection with the order, the cabinet of Ministers of Azerbaijan was given the corresponding commission. The commission puts into force since the date it is signed September 29, 2006.
Armenuan-Azerbaijani Conflict
The Co-chairs of the OSCE Minsk Group, Bernar Face, Mathew Bryza and Yuri Merzlyakov, will arrive in Baku on 2 October, Tahir Tagizade, Head of the Press & Information Department of the Azerbaijani Foreign Ministry told Trend. The Co-chairs are expected to meet with the Head of Azerbaijan.
According to the Armenian Foreign Minister, the Co-chairs will depart to Yerevan on 3 October. Oskanyan stressed that only after the visit it will be clear whether the meeting will be held between the Foreign Ministers of Azerbaijan and Armenia. He added that the Co-chairs will also visit the territories around Nagorno-Karabakh which experienced fires over the recent period.
The Co-Chairmen of OSCE Minsk Group are expected to visit the region at the beginning of October 2006, Novruz Mammadov, Head of the Foreign Policy Department of the Presidential administration told journalists today, Trend reports.
According to him, the existing situation furthers to the Co-Chairmen and the Azerbaijani President to discuss it.
The necessity in it appeared after the carrying out of the peaceful policy, particularly, the situation has changed following UN General Assembly considering the Nagorno-Karabakh conflict. That became a reason of the discontent of the Armenian party and its supporters. In this connection, the representatives of the Armenian Government began to make senseless announcements as if these initiatives might affect the situation over the conflict settlement, pointed out Mr. Mammadov.
According to him, the international community should get acquainted once more with the happening fact of the Armenian aggression toward Azerbaijan. All that creates the necessity to hold the next meeting of the OSCE Minsk Group Co-Chairmen with the Azerbaijani president, he told.
Commenting the recent statement of the existing OSCE Chairman Karel de Gucht concerning the failure in the hopes on the peaceful settlement of the conflict, Mr. Mammadov pointed out that OSCE should do its best to take all necessary concrete steps and not stand neutrally. They should determine their position toward the aggressor and use all legal norms, particularly the UN Security Council`s resolution he thinks.
He also told that the countries-co-chairs have their certain interests in the Nagorno-Karabakh conflict settlement, including our neighbours; and that is not right. The situation is clear to us, and we think that there is a necessity in discussing this issue within UN, and the international community should once more get acquainted with the situation over the conflict. Azerbaijan has the right to release its occupied territories, the Deputy Executive Secretary of ruling New Azerbaijan Party (NAP), MP Mubariz Gurbanli told Trend, commenting on the statement of the Armenian foreign minister Vardan Oskanyan that he made in regard with Nagorno-Karabakh at the press-conference on September 29.
Oskanyan stated that if Azerbaijan resorts to the way of war in the settlement of Nagorno-Karabakh conflict, then Armenia will not stay away and will ensure the security of the population of Nagorno-Karabakh. In addition he expressed attitude towards other questions.
Gurbanli stressed that Azerbaijani army will not combat with the population of Nagorno-Karabakh, but with the occupant Armenian army situated in the occupied Azerbaijani lands. With this word, Oskanyan wants to say that as though Armenia stands away and observes the process. If Azerbaijan chooses the way of war, then it will also release the Armenians of Nagorno-Karabakh from the occupation of Armenian army, Gurbanli stressed.
In addition, he emphasized that irrespective of where and how Oskanyan makes speeches, Azerbaijan has the right to liberate its occupied territories. We received this right from the Regulation of the United Nations Organization. The head of our country took the priority of resolving the conflict through a peaceful way. The war will be chosen when the potential of the peaceful talks will come to an end. Such situation hasn't emerged yet. Azerbaijan wants to settle the problem without bloodshed. But the senseless statements of Oskanyan prevent the regulation of the conflict in a peaceful manner, Gurbanli concluded.
Azerbaijani Foreign Minister Elmar Mammadyarov is holding meetings in New York under the 61st session of the UN General Assembly. Mammadyarov met with his counterparts from Nepal, Jordan, Syria and Uzbekistan, Trend was informed on 25 September by the Press & Information Policy Chief at the Azerbaijani Foreign Ministry Tahir Tagizade.
During the meeting, focus was drawn to the perspectives of bilateral co-operation. On 26 September the Minister is scheduled to hold meetings within the framework of Economic Co-operation Organization (ECO), with the President of the 61st UN Session, as well as the OSCE Minsk Group co-chairs.
On 27 September Mammadyarov plans to meet with the Foreign Minister of Guatemala, Gerdt Rozental and to sign a protocol on co-operation between the Foreign Ministers of the two countries. The Azerbaijani Foreign Minister also plans to meet with the heads of leading European communities of the United States.
Tahir Tagizade, the Press & Information Chief of the Azerbaijani Foreign Ministry told Trend that OSCE Minsk Group Co-chairs will shortly visit the Nagorno-Karabakh conflict region. He was commenting on the consultation held by the Azerbaijani Foreign Minister Elmar Mammadyarov in New York with the OSCE Minsk Group Co-chairs, as well as Andjey Kasprzyk, Special Envoy of OSCE Chairman-in-Office.
During the two-day meeting the parties discussed the peaceful resolution of the Nagorno-Karabakh conflict. The meeting was very constructive, Tagizade stated.
The Armenian Foreign Minister Vardan Oskanian had recently held talks with the OSCE Minsk Group Co-chairs.
At the end of this week the OSCE Minsk Group co-chairs are paying a visit to Helsinki. Finland will chair the Conference at the European Union and the mediators are going to inform Helsinki of the Armenian-Azerbaijani conflict and its resolutions.
Azerbaijan requires that all international organizations render their assistance in regulating the Nagorno-Karabakh conflict, Azerbaijani Deputy Foreign Minister Vagif Sadikhov briefed journalists, Trend reports.
As known, discussions relating to the settlement of the conflicts are held within PACE. But the Council of Europe and UNO do not refuse to provide assistance. For instance, it is possible to call the 4 resolutions adopted by the U.N. Security Council. But we hope that other international organizations, including the Organization of the Islamic Conference, make their contribution to the solution of the Nagorno-Karabakh conflict, Sadikhov emphasized.
The speech of Armenian Foreign Minister Vardan Oskanyan at the 61st session of the U.N. Assembly General takes a blackmail character, Chief of Foreign Relationships Department of the President's Executive Apparat Novruz Mammadov told Trend.
He considers that the speech of Oskanyan made an impression not only in Azerbaijan, but also in the whole world public that the Armenian minister was very nervous and emotional during the speech. His speech went away from the diplomacy. Oskanyan wanted to misinform the international community. Armenians have a habit to deceive. He spoke about thousands of pomp stones as though destroyed by Azerbaijanis. It is a new falsehood, Mammadov emphasized.
Touching on the statement of Oskanyan that Armenia agrees with all conditions of OSCE regarding the settlement of Nagorno-Karabakh conflict, Mammadov spelled out that if it is so, then who did Armenian president and foreign minister immediately left Paris after Rambue meeting, by not respecting to his friend French President Jacque Chirac.
Foreign Policy
Novruz Mammadov, the chief of the Foreign Relationships Department of the President's Executive Apparat, told Trend in an exclusive interview that Azerbaijani President Ilham Aliyev will pay an official visit to Latvia on 3-4 October 2006 at the invitation of the Latvian counterpart.
During two-day visit the Azerbaijani President is expected to sign several documents. The two Presidents are expected to issue joint statement. All Baltic countries, including Latvia, closely cooperate with the Caucasus countries, including Azerbaijan. Azerbaijan cooperates with the Baltic countries in the sphere of integration into Europe, as well as NATO, EU's New Neighborhood Program.
During the visit it is planned to organize a business forum with the participation of the representatives from Azerbaijan and Latvia. Around 30 businessmen attend the forum, which is expected to end in signing of some documents.

Azerbaijani President Ilham Aliyev will sign 6 intergovernmental agreements during the official visit to Latvia which will start on 3 October 2006. Moreover, the President of Azerbaijan and Latvia will issue a joint statement.
Azerbaijani President Ilham Aliyev is scheduled to meet with Latvian Prime Minister Aygar Kalvits and the chairman of the Seym, Yanis Straum. The Azerbaijani leader will participate in the opening of a business forum and hold several public meetings.

Mammadyarov also held a meeting with the Foreign Minister of Guatemala, Gert Rosental and signed a protocol between the Foreign Ministries of the two Countries. The Azerbaijan Foreign Minister held talks with the largest Jew Organization of the United States.
Tagizade said that in a few hours the Azerbaijani Foreign Minister, Elmar Mammadyarov, will commence his official visit to Cuba from 28 - 29 September.
On the first day of his visit the Azerbaijani Minister will meet with the Chairman of the National Assembly of Cuba, Ricardo Alarkon and visit the Engineering and Bio-technologies Center.
The NATO Special Envoy for South Caucasus and Central Asia Robert Simmons will pay a visit to Azerbaijan from 8 to 10 October, Trend reports quoting the Press-Center of the Azerbaijani Foreign Ministry.
The founding ceremony of Chinese-Azerbaijani Friendship Society will be held in the People's Republic of China on October 19, Yashar Aliyev, the Ambassador of Azerbaijan to China exclusively told Trend.
The Ambassador stressed that the event will bring together high-ranking officials of China.
According to Aliyev, amongst the CIS countries, Russia is the only country in collaboration with China and Azerbaijan will be the second CIS country on its list.
In addition, Aliyev said that by the end of 2006, Azerbaijan will open a cultural center in China. A permit has already been obtained from the official Peking office to establish this center in China. At present, preparation work is being carried out and the necessary equipment has been purchased.
Plans for the official visit of the Polish Seym Marshal, Mareka Yureka to Azerbaijan is being processed, the Advisor of the Polish Embassy in Azerbaijan Voytsekh Guretski told Trend.
According to him, initially the visit is planned for 8-9 November, but the definite date of the visit is not confirmed. The Marshal of Polish Seym will visit Azerbaijan as part of the tour to the South Caucasian countries. At present, the program of the forthcoming visit is being organized which will include meetings with the Chairman of Azerbaijani Parliament Oktay Asadov, Foreign Minister Elmar Mammadyarov and the President Ilham Aliyev.

On September 28, the Ambassador of Azerbaijan to Switzerland Elchin Amirbeyov presented his credential to the Crown Prince of Principality of Liechtenstein Ego Velichestvo Alios, Trend reports with reference to the Azerbaijani Embassy in Switzerland.
During the negotiations with the State Head and Foreign Minister of Liechtenstein, the sides held discussions on the prospects of co-operation between Azerbaijan and Liechtenstein and exchanged views on the issues of mutual interest.
The visit of Azerbaijani President Ilham Aliyev to China in 2005, during which intergovernmental agreements were signed was an impetus to even more intensive relations between the two countries, Zhan Haidzhou, Chinese Ambassador to Azerbaijan told during the today`s reception on the occasion of the celebration of the Independence day of the People`s republic of China, Trend reports.
According to him, after gaining independence, China came out from the poverty and became to rapidly develop. According to the Chinese Diplomat, China builds its ties with other countries on the basis of mutual interest and mutual advantage.
Ziyafat Asgarov, the first Vice-Speaker of the Azerbaijani Parliament congratulated the people of China on the Independence Day from the name of the Azerbaijani President. Poltical Life
8324 observers in district election commissions and 179 in Central Election Commission (CEC) have been registered to observe the municipal elections in Azerbaijan scheduled for October 6, 2006, the Chairman of CEC Mazahir Panahov briefed journalists, Trend reports.
He said that 31 international observers will fulfill observation mission during the forthcoming municipal elections. The observers will be the representatives of CEC, IFES, Council of Europe, USA, Poland, Norway, Great Britain, Ukraine and other international organizations. More than 430 advocates of candidates have been registered in district election commissions. According to Panahov, more than 10 thousand people, including local observers, advocates of candidates, representatives of media and international organization, will observe the elections.
The Chairman of CEC added that the process or registering the observers is continuing and will be completed 5 day prior to the elections.
The Youth Organization of ruling New Azerbaijan Party (NAP) has prepared a project of visit of youths of European Union member-countries to turkey and Azerbaijan, the Chairman of the NAP Youth Organization Ramil Hasanov told Trend.
Hasanov stressed that they have submitted the project to the 10th Congress of friendship, fraternity and co-operation of Turk-Speaking countries that was held on 18-20 September in Atalia (Turkey).
In addition, Hasanov stressed that their goal is to meet with the youths of EU member-countries, introduce them to Azerbaijan and Turkey and support the policy of integration into European Union.
The first constituent conference of NAP was held on 21 November 1992 in Nakchivan Autonomous Republic (NAR). The Chairman of NAR Supreme Assembly Heydar Aliyev was elected the Chairman of NAP. At present, NAP is chaired by the Azerbaijani President Ilham Aliyev and brings together more than 500.000 members.
A united forum of the opposition forces may be held at the end of 2006/beginning of 2007, Trend reports with reference to the Azerbaijan Democratic Party (ADP).
The Head of the ADP Press Service Nuraddin Ismaylov stressed that the Chairman of the ADP Rasul Guliyev has offered to create an associate organization of the opposition political parties and jointly hold a republican forum. For this purpose, Guliyev appealed to the opposition leaders, namely L. Shovket, I. Gambar, A. Kerimli and others.
Ismaylov said that negotiations need to be held to conduct a republican forum and to create a united opposition organization. The realization of the organization will depend upon results of the discussions.
Lastly, the ADP Chairman ruled out that the opposition party would need to have its own television channel.
The Advisory Assembly of the pro-governmental parties made a decision to continue its activity, the Chairman of the Advisory Assembly, Leader of Democratic Azerbaijan World Party Mammad Alizade told Trend.
Previously, Alizade stressed that in September the Advisory Assembly's future would be discussed as its activity does not satisfy them.
Alizade noted that the next meeting of the Chairmen of the Advisory Assembly focused on this issue. The objective and subjective reasons preventing our activities were discussed. It was decided to continue the activity, Alizade said, adding that the responsibilities of the Advisory Assembly member parties' chairmen were defined.
The Chairman of the Azerbaijan Republicans Party, Subut Asadov will control relations with social-political parties. The organization and conducting of the events were entrusted to the Chairman of Free Republicans Party, Kamil Seyidov and the Chairman of National Statehood Party, Sabir Tariverdiyev. Responsibility for dealings with the press will fall upon the Chairman of the Democratic Enlightenment Party, Elshan Musayev.
The Advisory Assembly of the pro-governmental parties was created in 1998. The Advisory Assembly includes 10 parties, including the ruling New Azerbaijan Party.
The Chairman of Azerbaijan Democratic Reforms Party Asim Mollazade met with the Russian Ambassador to Azerbaijan Vasili Istratov.
The meeting focused on the relations between Azerbaijan and Russia, co-operation in the spheres of economy, policy, science and culture, as well as settlement of conflicts in South Caucasus, Trend reports with reference to the press-service of the Party.
In addition, debates were organized on the problems of Azerbaijanis living in Russia ans Russian community in Azerbaijan. Mollazade also informed the Ambassador about the democratic Reforms Party.
The meeting was also attended by the Deputy Chairman of the party Rauf Talishinski and the member of the Political Council of the party Gulnara Mammadzade.
Organization Union of public development and initiatives was created in Azerbaijan. The presentation of the organization was held in International Press Center on September 29, Trend reports.
The Head of the Initiative Group for Creation of Union of public development and initiatives Emin Aliyev stressed that the constituent conference of the organization will take place in the near future. According to him, creation of the organization aims to carry out activity resolve the problems of population, strengthen the position of youths in the community and resolve the problem of youths of various types.
Aliyev said that initiated by the organization, a crisis group of youths will be established in the near and measures will be taken to protect the rights of youths. The organization has 150 members. The documents will be submitted to the Azerbaijani Ministry of Justice for the state registration.

A meeting of the working commission of the chiefs of the frontier services of the International Conference for Frontier Issues is an indicator of the deep confidence to the Government of Azerbaijan and the State Frontier Service, Elchin Guliyev, Chief of the State Frontier Service told journalists as a result of the two-day meeting of the working group of the International Conference for Frontier Issues, Trend reports.
Mr. Guliyev highly appreciated the work of the meeting of the working groups of the Conference. All the moments scheduled have been fully fulfilled. The strong protection of the boundaries of Azerbaijan contributes to the security of Europe. This issue was discussed during the meeting as well, told Mr. Guliyev.
According to Mr. Guliyev, several working groups are functioning within the Shiofok Conference, and Azerbaijan is the chair of the Group on Preventing Illegal Arms, Ammunition, and Radionuclide Substances Traffic and Sale. During the meetings of the working gropus, the activity of the Azerbaijani party was highly appreciated.
The International Conference for Frontier Issues has commenced its activity since 1992. During the first meeting of the conference, 13 countries participated. About 50 countries and 20 international organizations took part at the conference that was held in the Hungarian Town of Shiofok in 2006.
