Analysis of Revenue of Azeri Municipalities to be Conducted

The activities analysis of municipalities in Azerbaijan demonstrates a slow development, Vugar Tofigli, specialist of the Association of Assistance to Development of Civil Society in Azerbaijan, who held the analysis of the municipalities, told Trend.

He stressed that at present the average monthly revenues of the 2,342 municipalities are lower than the republic indicator. According to the State Statistics Committee of Azerbaijan, within the first half year, the average monthly revenue of the municipalities equaled AZN 736, a decrease of AZN 6 from last year's figures.

Regarding the revenue volume, the first five municipalities include Mingachevir (AZN 24,583), Sumgait (AZN 19,894), Ali-Bayramli (AZN 17,016), Baku (AZN 12,761) and Apsheron (AZN 12,644). The revenue of the Ganja municipality amounted to AZN 5,116. At the same time, the revenue of 316 municipalities is higher than the republic indicator. However, the average monthly revenue of the municipalities of Nakchivan, Yardimli, Lerik, Fizuli and Dashkesen total AZN 35. The lowest indicator over the country belongs to Lerik municipality. Thus, the monthly indicator of the district covering 98 municipalities equal AZN 7. Last year's figure of this district amounted to AZN 51.

66.5% of the municipalities' income is formed by finances obtained from the lease of property and privatization, mainly land operations. In gross revenues, the amount of land tax paid by the individual makes up 17% and the amount of the property tax does not reach 3%. The local expenditure budget equals AZN 714 per month. 32% of this amount is spent on local organizations, 10.5% on the conduct of living-communal economy and 15% on the construction of roads.
