The Newcastle midfielder has not recovered from a hamstring injury and it would be "impossible for him to play," Terim said in Basle.
Midfielder Tumer Metin, who has a groin strain, may be able to play for the last 30 to 45 minutes, Terim said.
Turkey have four players suspended for the semi-final and three others injured apart from Emre and Tumer.
