The Azerbaijani Ombudsman Institution has conducted an inquiry into a death at a remand prison. Representatives of the Ombudsman visited Remand Prison No. 3 in the Shuvalan settlement to investigate the cause of death of Vugar Rzayev on Aug. 12, the Institution told Trend .
The previously convicted Rzayev was arrested by members of the Surakhani District Police Office on May 4. On May 7, 2009 the court sentences him to a two-month prison sentence. Rzayev was kept at Remand Prison No. 3. He was charged in accordance with Article 221.3 of the Criminal Code (hooliganism).
Rzayev's case was sent to the Surakhani district court on July 31.
On Aug. 12, at approximately 09:30, Rzayev's cellmates called for the escorts and medical staff as his state declined. Despite all efforts, doctors could not save his life.
Representatives of the Ombudsman examined the cell where Rzayev was kept, and met with his cellmates. Prisoners ruled that the cause of his death may have been violent action by the remand prison employees or prisoners.
Rzayev's body was sent to the Azizbayov district morgue for examination. The district prosecutor is investigating the case.
