Only 26 percent of kids in Baku go to kindergarten.
"We intend to increase this figure to 50-60 percent in the next two years," Education Minister Misir Mardanov said at a news conference.
The ministry's plan to up the figure includes restoring kindergartens, and creating conditions for private kindergartens and preschool organizations.
According to Mardanov, roughly 15 illegal kindergartens operate in Baku. Their names and addresses are available on the ministry's Web site.
Over the past two years, Azerbaijan has built two new and renovated 30 public kindergartens.
