Most children, committing crimes in Azerbaijan, are uneducated, Senior Consultant of the Legal Support Department of the State Committee for Family, Women and Children Seymur Mammadov told Trend.

It is necessary to care of a child in the family. If a child does not feel care and attention, he will fall under the influence and become a criminal, he said.

He said that about 60 - 70 percent of children, committing crimes, are children that neither study nor work. There is a problem of street children in Azerbaijan. This issue is in the spotlight.

The annual plan of activity, signed between the Committee and UNICEF, provides for specific measures related to the solution to the problem of street children, he said. According to the plan of activity, Research Center for Development and International Cooperation "SIGMA" examined the situation related to the problem of street children in October last year. The aim was to examine the current state of the problem of street children in Azerbaijan.

There is criminality among children in foreign countries, but this issue is not so acute in Azerbaijan, he said.

The children commit fewer crimes than adults in Azerbaija, he said.

"The bill "Juvenile justice system" has been prepared.

He said that one of the ways of resolving the problem is to make changes in the legislation to strengthen parental responsibility.
