Azerbaijan Pass Upon Tender on Selection of Consultant for Development of Garbage Handling Strategy

Trend I.Khalilova / The Azerbaijani Ministry of Economic Development will determine a foreign consultant, intended to develop the tender procedure on the definition of a contractor for the construction and management of the first garbage re-processing factory at the beginning of next week, Askar Alekperov, the head of investment policy department said.

"We have two proposals from consulting companies and we will choose a consultant to sign a contract without a tender, because legislation allows for the signing of a direct contract," Alekperov said.

Alekperov considers that in the case of holding one more tender to choose a consultant, the ministry will lose time, but the major objective is to choose a contractor by the end of 2007 for the construction of the plant.

The Finnish company Poyri held preliminary assessments of proposals of the three companies for the Ministry of Economic Development, the Japanese company EBARA, the Austrian company EVN and the French company CNIM.

The project will be financed by the State budget. The Azerbaijan Investment Company will not participate in the project, because the AIC usually participates in commercially reasonable projects.

The construction of the plant will take two to three years. The project to be implemented in Baku is assessed at several hundred millions of euros with an annual power of 500,000 tons of processed domestic waste. The garbage will be given to the company to be attracted through tender, whereas the terms are still to be defined.

According to official data, around 1mln tons of domestic waste is collected annually within Baku and it suburbs.
