Azerbaijani Government Not Supporting Unlimited Licensing

Azerbaijan, Baku, 18 March / corr Trend I.Khalilova / A proposal by the Azerbaijani Ministry of Economic Development on the application of unlimited licensing in Azerbaijan was not supported by the Government, though this idea is relevant with respect to other activities [in accordance with the enactment of the law on Instance in March unlimited licensing was applied with respect to the insurance activities].

"We also reviewed general international practice and noticed that timeless licensing is not much widely spread," Samir Nuriyev, the head of Business Assistance Unit of the Ministry of Economic Development, said.

At present, Azerbaijan provides licensing for 1, 2, 3, 4 and 5 years. The 5-year licensing is considered to be a good one.

At present, the Ministry is carrying out work over improvement of the licensing system, which was include in the action plan within the framework of the State Program on Business Development in 2008-2013. [The draft state program was submitted to the President's Administration for approval]. Initially, it is planned to hold assessment of the licensing system.

The Government is also going to simplify the system for the registration of construction companies, which is also under the consideration of the Cabinet of Ministers.

IFC will assist in simplifying procedures to grant licenses to the construction firms after the next presidential decree, which is being developed at present.

The IFC assists in the improvement of the business licensing mechanism, simplification of business registration procedures in Azerbaijan within the framework of the project on 'technical assistance to investors' rights protection and development of the capital market. The project was designed for 5 years.

The Ministry of Economic Development of Azerbaijan is planning to put a limit to the areas of business to which permanent and emergency licenses are granted.

In line with the decree by Ilham Aliyev, the president of Azerbaijan on 29 December 2006 on Kinds of Business Areas Requiring Special License, the list of licenses and sum of the fees were determined. The list includes 50 commercial areas. One more area, the sale of the hand-made jewelry was also added to the list in 2007.

The sum of the license fee ranges from AZN220 to AZN 25,000 depending on the area of business.
