Azerbaijan, Baku, 13 November / corr Trend I.Khalilova / "The draft 2009 public budget of Azerbaijan envisages AZN 5.4mln to realize a census of Azerbaijani population, enabling to fully cover all expenses," Arif Veliyev, an acting chairman of the State Statistics Committee, said.

"Only budgetary funds will be directed on census of population and there is no a necessity to draw additional funds," Veliyev said.

In accordance with the Azerbaijani President's decree, the census of population throughout the country will be carried out approximately on 12 April 2009.

"Presently, an organization plan on population's census is under development. Territory of each region is divided into counting sections, instructor sections and census department. Employees will be employed and trained on this basis.

The State Committee has realized the population's census in a test routine. Shamakhi was chosen as a pilot region. The region was preferred because there is a city, villages, mountains and plains which poses many difficulties during the census.

Previous census was realized in 1999 and took $2.5mln to complete, as Azerbaijani population numbered 7.9mln of people. The number of population can rise to 8.7mln of people by 2009.

Second reason for increase of expenses is that a quantity of questions within the frames of census will increase from 17 to 25-26. In this connection, the load of meters on poll will increase. In 1999, one meter was counted for 450 people, and now this number would be cut to 400.

According to the State Statistics Committee, on 1 October 2008, Azerbaijani population, having increased by 0.8% (69,000), totaled 8,699,000 people. 49% of them are men and 51% - are women. 4,501 people (51.7%) are urban population and 4,198 (48.3%) reside in countryside.
