Bank Melli Iran Baku branch suspends plans to connect to centralized information system for mass payments

Baku branch of Bank Melli Iran suspended its plans to connect to a centralized information system for mass payments (KOMIS), deputy director of bank's branch Anar Ibrahimov said.

"Bank's management decided to suspend connecting to KOMIS lead in connection with the move to new office," Ibrahimov said.

He said a move to a new office is expected no earlier than the end of the year or early next year which delays connection to the system KOMIS prior to the start of next year.

The Central Bank of Azerbaijan, member banks clearing system for large payments (XOHKS), the card processing center, business services and public enterprise Azerpoct will be connected to agreement to conduct operations in a centralized information system for mass payments (KOMIS). Today, some banks are already connected to this system.

The agreement calls for possibility of obtaining information about the debts of subscribers on the mass debt payments and payment through any payment arrangements (cash, plastic card, via Internet banking, etc.) by creating an electronic subscriber base.

The Central Bank is the owner and operator of KOMIS and created an integrated e-customer base, based on a single code for companies engaged in mass services. Also, it should ensure the smooth operation of the system for 24 hours a day including holidays and weekends.

Banks and Azerpoct also will be required to connect to the telecommunications network as well as to create telecommunications and technical equipment that meet system's requirements.  

Until now, data on payments for utilities passed through XOHKS, along with other minor charges. But establishing single center will provide an opportunity for on-line mode of transfer of funds and receive statements, as well as eliminate the abuse by bank offices.
