Incomes greatly reduce in Kazakhstan's budget

Incomes to the Kazakh budget greatly reduced, Kazakhstan's countable committee chairman Omarhan Oksikbayev said in Astana on June 23.

"If we tell that profitable part was executed due to incomings of transfer from the national fund in the amount of 1 trillion tenge or over 30 percent of total sum of incomings, one can see how income reduced in the budget," Oksikbayev said addressing at joint meeting of the parliament's chambers on June 23. 

Incomings of corporative income tax from legal entities-residents reduced compared to corrected plan in the amount of 39 billion tenge and hit 573.8 billion tenge in 2008, he said.

"Incomings from big residents reduced compared to 2007. For example, there were less incomings from Corporation Kazakhmis - 28.4 billion tenge, JSC Kaztsink - 22.4 billion tenge, Kazatomprom - 27.1 billion tenge," head of countable chamber said.  

Moreover, plan of VAT on goods, fulfilled operations and rendered services was not fulfilled. Actual level of fulfillment hit 56.2 percent. Roughly 96.3 billion tenge was received in the budget compared to corrected plan in the amount of 171.2 billion tenge.

"Slow down in growth rates of tax incomings in Republic's budget from subjects of small and medium business is very disturbing factor. If rate of growth hit 39.3 percent in 2007, it reduced 2.2 percent in 2008," Oksikbayev said.

Insufficient fiscal actions, as well as introduced moratorium on check-ups affected greatly besides world crisis, he said.  

"It is necessary to stress that sum in the amount of 6.1 billion tenge was not received as a result of violations revealed in accounting period," he said.
