By the end of 2009, a presidential decree is expected to be issued to regulate the process of licensing and permission system in Azerbaijan, the head of the IFC project on business improvement (AzBEE) Boris Divjak said on August 14.
"Recently, the government of Azerbaijan cooperates with the World Bank consultative group on improving the system of licensing and permissions, as well as the system of inspection of business checks," said Divjak.
Taking into account all difficulties linked with the world financial and economic crisis, the government has identified long-term goals for country's sustainable development and entrepreneurship, said the head of the project.
As a result of assessment of licensing and permission system within monitoring of business-climate, which was held amongst small and medium entrepreneurship of Azerbaijan, the IFC presented its proposals to the government of Azerbaijan.
Divjak said that the government was recommended to form a complete list of all licenses and permissions existing in the country, which is under completion. The list is devised by the Ministry of Economic Development with the assistance AzBEE project.
"The goal of devising a complete list of permissions is to determine which of them duplicate each other, Divjak said. - Later, a special tool can be prepared for the Ministry for a technical solution to the problem in this regard."
The Corporation has also proposed to issue certain kinds of permissions to introduce the system of "single window", which will give an opportunity to reduce time and costs. After creating a list of permissions, the government will also be proposed to create a single information system of permissions.

With the government it is also planned to coordinate the principles of advanced management of the permission system, which in the world practice are divided into three main parts, taking into account the protection of health and public safety, environmental protection and distribution of scarce resources (natural telecommunication).
Based on the complete list of permissions, it is supposed to establish a registry, which will contain a full description of the process of obtaining licenses and permissions. Creating it will begin after a presidential decree in order to increase the responsibility of execution of this task, said Divjak.
According to preliminary data, the country uses about 300 permissions and 54 licenses.
Project is implemented together with BP Company and Switzerland's state secretariat for economic affairs (Seco). Seco granted the government grant in the amount of $4.3 million but BP - $0.456 million to improve business in Azerbaijan. Program covers 5 years.
