In January-July 2009, the Public budget income comprised 5.708 billion manat, or 32.9 percent of GDP. It decreased 5.5 percent from the last year, a government source said on Aug. 31.
Public budget expenses rose 3.3 percent and made up 5.276 billion manat (30.4 percent of the GDP). The surpluses of the budget totaled 432.7 million (2.5 percent of GDP).
Some 35.2 percent (2.011 billion manat) of revenues falls to the Taxes Ministry's. Transfers on tax payments decreased 46.4 percent compared to the same period of 2008. Revenues on the customs duties and taxes totaled 717.7 million manat (12.36 percent) with a 97.8 percent fulfillment of the forecast.
In this period a total of 1.162 billion manat was obtained from VAT, or 20.4 percent of all income, 717.2 million manat (12.6 percent) - profit taxes, 345.3 million manats (6 percent) - income taxes, 143.2 million manats (2.5 percent) - excise taxes, 45.6 million manats (0.8 percent)- property taxes, 51.8 million manats (0.9 percent) - land taxes and 138.4 million manats (2.4 percent) -taxes from foreign economic activities.
The public budget expense for social security and provision of people comprised 617.9 million manats (11.7 percent). 688.3 million manat (13 percent) was spent on education, 194.7 million (3.7 percent) - health, 328.4 million (6.2 percent) - maintenance of prosecutor bodies, security and law-enforcement and court bodies, 2.264 billion (42.9 percent)- investment allocations, 99.8 million (1.9 percent) - housing and communal services, 156.4 million (3 percent) - agriculture, fishing, 37.5 million (0.7 percent) - transport and communications, and 1.662 billion (31.5 percent) of Public expenses were spent on the payment of salaries, pension and allowances.
On Aug. 31, the official exchange rate is 0.8039 manat to $1.
