Azerbaijan, EU exchange experience in discovery and research of cartels

The National Coordinating Unit for EU Technical Assistance in Azerbaijan (NCU) and State Service for Antimonopoly Policy and Protection of Consumer's Rights with the support of the European Union Project "Support to the NCU and the PCA Implementation in Azerbaijan" held a seminar on "Azerbaijan and European Experience on Detection and Investigation of Cartels (agreed actions)" on September 17, 2009.

Officials from several ministries, e.g. Ministry of Justice, Ministry of Transport, Ministry of Economic Development etc., Parliament, State Procurement Agency, UNDP, GTZ, British Council, the NCU, some universities and NGOs attended the seminar.

The seminar focused on best practices in Europe and Azerbaijan for detecting and investigating cartels, fighting bid-rigging in public procurement, European leniency policy, cooperation tools between antimonopoly bodies and law enforcement bodies, discussions of recent cases in this regard etc.
