World crisis postpones preparation of new state development program of national payment system in Azerbaijan

The Azerbaijani Central Bank postponed preparation of state development program of national payment system for 2010, the first deputy chairman of the Central Bank's board, Alim Guliyev said. It was expected to be approved by late 2009.

"We conducted certain work over improvement and revision of the program. But realization of envisaged actions is not advisable during the world financial and economic crisis at this stage," deputy chairman said.

He said that resumption of the work over the program and realization of these measures will be urgent in 2010, he said.

Implementation of the program will create integrated united E-payment sphere, accelerate development of E-trade and increase of volumes of cashless turnover in medium-term prospect.

Up to now actions were held upon the state development program of national payment system over 2005-2007. National payment systems on the Central Bank's small payments (HONKS) and large payments (AZIPS) were created within the program.

The center on communal payments was established via HONKS. This center allows transferring funds in on-line regime and getting accounting, as well as removing abuses in banks' departments.

The second processing center - Millicard OJSC was also established under the Central Bank. Afterwards, it was passed to 18 commercial banks' management.

There was a task to provide all trade facilities and services sectors with POS-terminals by late 2007 upon instructions of the presidential decree 'Improvement of Azerbaijani payment system' dated November 22, 2005. But this process also continues in 2009.

The ministry of taxes does not register cash registers without classification of terminals at their facilities by owners of trade objects to accelerate this process.
