Recent statements by head of the National Economic Chamber of Kazakhstan Atameken Union Timur Kulibayev suggest that the final phase of reshuffle in Ak Orda will begin in the near future, editor in chief of the Bulletin of the Caucasus and deputy dean of the History department of Moscow State University Alexey Vlasov believes.

"Information resources intensified work to create the image of the 'chief ideologist of the economic reforms'. Apparently, it is from these positions that Kulibayev will return to power," member of the Trend Expert Council Vlasov told Trend on Thursday.

"However, it's not clear in what format he will return, but the image is clear - 'the top manager of the highest level' which does not tend to engage in politics, but as they say, is forced to 'solve problems', the expert said.

Vlasov said the main base of support is movement of entrepreneurs of Atameken Union, presided over by newly elected Kulibayev and party faction of Ak Zhol headed by its leader Azat Peruashev.

As for the 'thorough study' of the Georgian reform experience, this is new "fashion" for Central Asia, and the tone has long been set by Kyrgyz MPs and some officials from the entourage of President Atambaev, the expert said.

"Now they are joined by son-in-law of Nazarbayev. But this is secondary to the primary mission - Kulibayev starts the second run to power, just three months after the December resignation," said Vlasov.

Kazakh Prime Minister Karim Masimov in December last year dismissed head of the National Welfare Fund "Samruk-Kazyna" and manager of oil and gas companies Timur Kulibayev.

Head of the National Economic Chamber of Kazakhstan Atameken Union Kulibayev offered yesterday at a meeting of the Chamber to learn from Georgia to radically change the business climate in the country.

Kulibayev also proposed to introduce into contracts for subsoil two new paragraphs.

In particular, Kulibayev proposed to open in Kazakhstan the production of equipment for field development and hold obligatory nationalization of human resources.
