Uzbekistan will allocate $ 3.3 billion (6.655 trillion soum) for the implementation of measures adopted within a state program titled "The year of well-being and prosperity", a source in government circles told Trend.
The year 2013 has been declared the year of well-being and prosperity in Uzbekistan by President Islam Karimov during the celebrations of the 20th anniversary of the Constitution of the Republic of Uzbekistan which was held on December 7, 2012.
Funding for the state program is provided from the state budget and extra-budgetary funds in the amount of 3.312 trillion soum, by artists and philanthropists - 1.917 trillion soum, loans from commercial banks - 1.424 trillion soum, credit and grant funds from international organizations and financial institutions for a total of $ 664.6 million.
According to the source, the measures outlined in the program mark the logical continuation of comprehensive work conducted within previous years.
In particular, the program provides for increases in the salaries of employees of budgeting organizations and pensions and scholarships by 23 percent in 2013.
The program defines a set of measures for the development of services, small businesses, family businesses and expansion of home-based work. In 2013, it is planned to create over 970,000 new jobs, primarily through the development of small businesses and private entrepreneurships, farming, home-based work.
It is planned to expand the volume of bank lending to family and private businesses, farmer facilities, as well as graduates of professional colleges to create their own business up to 269.6 billion soum.
Special attention is given to the development and implementation of the country's regional programs for industrial development in each region.
Attraction of the rural population to horticultural activities, development of viticulture, animal husbandry and sericulture will also contribute to increase of employment and earnings. It is planned to implement 288 projects for deep processing of agricultural products and increase of food production.
Works on deepening reform in the health system that will be continued through 2013 consist of the construction of 32 new rural health units in remote areas, 54 medical associations, reconstruction of a number of national specialized medical research centers, 11 regional diversified medical centers. All of the aforementioned, as well as 13 regional multidisciplinary children's medical centers will be equipped with modern diagnostic and treatment equipment.
The program also provides for the reconstruction of 217 secondary schools and the overhaul of 164, 159 academic lyceums and professional colleges, the construction and reconstruction of 55 schools of music and art, and 116 children's sports facilities, as well as 45 higher education institutions.
Construction of 10,000 individual houses on standard projects on the territory of 353 rural arrays, implementation of projects to improve the provision of water - gas supply and sewerage systems, supply of electricity to residents, overhaul and construction of 239.1 kilometers of roads are also planned within the program.
A package of measures is considered within the state program for improvement of work of self-governing bodies, expansion of their rights and responsibilities, improvement of the image of mahallas.
The work of national bodies of state and economic administration and local authorities for implementation of measures provided by the program will be coordinated by the central committee.
