EU receives applications for Turkmen project in energy resource management

The European Union and a consortium led by Austrian Hulla & Co. Human Dynamics KG consulting company is accepting applications in the framework of the "Promoting introduction of sustainable development strategy - the rational use of natural resources and energy in Turkmenistan".

The purpose of the pilot projects - to promote sustainable development and improve the management of energy resources of Turkmenistan in accordance with long-term goals of economic growth, as well as familiarize Turkmenistan with EU experiences and approaches in addressing these issues.

Key partners in Turkmenistan are: the Ministry of Nature Protection (MNP) as a coordinator; Ministry of Energy, Ministry of Industry and the Ministry of Economy and Development; government agencies and institutions: Civil Service Academy under the president of Turkmenistan, Institute of Strategic Planning and Economic Development of Turkmenistan, Institute of "Gun" of Academy of Sciences of Turkmenistan.

One of the activities under the project will be determination and preparation of pilot projects that would be funded by EuropeAid. Some 500,000 euros are allocated for the demonstration of a limited number of sustainable energy technologies. The contracts will be concluded separately and will be awarded following competitive bidding.

Supply contracts for pilot projects should be signed by the end of 2014.
Proposals to the project for assessment should be submitted by May 4, 2014. They should be prepared in English or Russian.

The selection criteria will be : technical feasibility and probable compliance with the above terms; potential distribution and the resulting impact in Turkmenistan on effective energy usage and sustainable development (environmental protection); economic sustainability without public funding, which makes distribution attractive ; innovative aspects (new application of technology or method in Turkmenistan ); project's contribution to the policy of the Turkmen government, including environmental policy, and development of small and medium-sized businesses, as well as other objectives identified in the framework of the National Programme of Socio-Economic Development of Turkmenistan for the period 2011-2030.
