Uzbek leader decrees to manage production, import of medicine

Uzbek President Shavkat Mirziyoyev signed a decree "On measures to further streamline the production and import of medicines and medical products".

The document notes that the production of medicines and medical products through a full technological cycle is regarded as the production of medicines and medical products from medicinal substances and components produced by the enterprise itself.

Production of medicines and medical products by incomplete technological cycle is regarded as the production of medicines and medical products from medicinal substances and components not produced by the enterprise itself.

The decree adds that any non-prepackaged medicine or medical product intended for the manufacture of medicine or medical products that have passed all the stages of the technological process outside Uzbekistan, except packaging, consumer packaging and labeling are "in bulk" products.

Medicine and medical products are recognized as domestic products in case of their production in full or incomplete technological cycle, the document says.

However, medicines and medical products are not recognized as domestic products in case of their inconsistency with the above criterion or production on the basis of "in bulk" products.

Medical equipment is recognized as domestic production in case of the organization of production of all or individual components and technological parts by the enterprise, other than labeling and packaging, or production by assembling components and technological parts, including imported, other than marking and packaging.

The president instructed the Cabinet of Ministers, together with the National Project Management Agency under the President of Uzbekistan, to submit to the Legislative Chamber of Parliament a draft law "On Amendments and Additions to the Law of Uzbekistan On Medicines and Pharmaceutical Activities " within a week.

The Uzbek Healthcare Ministry was instructed to ensure, before Feb. 1, 2018, the introduction of changes in the registration documents of foreign manufacturers of medicines and medical products without fees in accordance with their applications in terms of indicating information on packaging and labeling "in bulk" products.

Until March 1, 2018, there should be held a technological audit of the production of medicines, medical devices and medical equipment for recognition of their domestic production on the basis of the criteria specified in paragraphs 1 and 2 of this decree.

The head of Uzbekistan provided enterprises manufacturing medicines and medical products through a full and incomplete technological cycle, as well as medicines and medical products based on "in bulk" products that do not have similar domestic products, price preferences at a rate of 20 percent of the cost of the same products of foreign manufacturers in case of participation in public procurement.

Since April 15, 2018, VAT benefits will not be applied for the importation of "in bulk" products of medicines and medical products in case of existence of the registered similar domestic products produced on a full or incomplete technological cycle.
