Among the checkpoints object to the implementation of the protocol, are customs control points at Tajik airports in Dushanbe, Khujand, Kulyab, Kurgan-Tube, and at Russian airports Domodedovo (Moscow), Pulkovo (St. Petersburg) and Tolmachevo (Novosibirsk).

The protocol was signed in October 2017 by Head of the Customs Service under the Government of Tajikistan Abdufattoh Goib and Head of the Federal Customs Service of Russia Vladimir Bulavin.
