Uzbekistan abolishes planned, control checks of business entities

President of Uzbekistan Shavkat Mirziyoyev abolished separate planned and control checks of business entities since Sep. 1, 2018, Uzbek media reported.

The head of state signed a decree “On measures to further improve the system of protection of rights and legitimate interests of business entities”.

In particular, scheduled inspections that are not related to financial and economic activities of companies have been canceled.

Starting from Sep. 1, 2018, initiation of inspections of activities of business entities is carried out on the basis of results of the “risk analysis” system, which involves initiation of inspections, based on the degree of risk of violation of the law by the relevant entrepreneurial entity.

The General Prosecutor's Office of the Republic of Uzbekistan is the authorized body for coordinating inspections of activities of business entities.

All inspections of activities of business entities conducted by regulatory bodies are subject to compulsory registration in the Unified Electronic Registration of Inspections.

The supervisory bodies are instructed to develop and approve relevant provisions on the procedure for introducing the “risk analysis” system into their operations by Sep. 1, 2018, in consultation with the General Prosecutor's Office and the Chamber of Commerce and Industry of the Republic of Uzbekistan.

The National Project Management Agency under the president of the Uzbekistan should assist the supervisory bodies in introducing the “risk analysis” system into their activities.

The Ministry for Development of Information Technologies and Communications will develop a pilot version of the Unified Electronic Registration of Inspections system until Sep. 1, and will launch its full version from Jan. 1, 2019.
